Position: Terminal Manager (Fuels) - Naval Station Guantanamo Bay, Cuba

This is a senior level Management position that reports to the Corporate Director of Operations. The Terminal Manager shall be responsible for14 - million gallon fuel storage & distribution, deep water port, aircraft refueling and ground fuel services at NS Guantanamo Bay, Cuba. Provide expert technical advice relating to petroleum storage and distribution systems; conduct inspections; responsible for preventive and corrective maintenance on all fuel facilities and equipment. Develop and maintain operational, safety and environmental procedures. Plans, organizes, and directs fuel operations to support current and projected workload estimates.

Responsible for the overall management and effectiveness of the NS Guantanamo Bay project. Plans, organizes, and directs fuel operations to support current and projected workload estimates. Manages real property, vehicles, and equipment/supplies. Coordinates with appropriate maintenance functions to ensure minimum facilities and vehicles are in service to support daily mission requirements. Develops and maintains operational, safety and environmental procedures. Evaluates quality of work performed and qualifications of personnel through personal observation and inspection of fuels operations. Ensures all fuel resources are protected and appropriate security measures are implemented. Reports mishaps according to company and base reporting procedures. Operates automated fuel service station to support power outages or maintenance downtimes. Coordinates with Fuels Laboratory personnel to ensure quality control requirements on equipment and facilities are satisfied. experience in petroleum storage and distribution operations, airfield fuel services, fuel systems maintenance, fuel automated systems (FAS/FMD), receiving and shipping of petroleum products via barges and tankers.

Minimum Qualifications:

  • A minimum of ten (10) years of specialized experience in U.S. military fuels operations, maintenance, and deep water ports

    • This experience shall include receiving, storing, issuing, and shipping petroleum products via tank truck, pipeline, rail, barge, tankeron U.S. military installations, and refueling U.S. military fixed and rotary wing aircraft.

    • Experience shall also include maintenance and repair of U.S. military aviation and ground fuel facilities, systems, and equipment.

o Must have government contractor related experience in addition to military experience.

  • Must have a thorough knowledge of DoD Manual 4140.25m, U.S. Unified Facilities Code 3-460-03, U.S. OSHA Standards, Foreign Governing Standards for environmental compliance, and other related U.S. Federal, DoD and military publications related to performing fuels operations on U.S. military installations.

  • Must have a working knowledge of procedures for recording and processing U. S. military fuels inventory transactions including receipts, shipments, sales/credits, physical inventories using Defense Logistics Agency BSM/E automated systems.

  • Aminimum of four (4) years of supervisory experience gained within the previous five years just prior to the hire date.

    • Of these four years, three years of experience shall be specialized supervisory experience in U.S. military fueling operations and facility maintenance as described in the previous paragraph conducted on U.S. military installations.

    • Must be able to successfully complete a U.S. National Agency Criminal Investigation and other investigative measures to gain access to U.S. military installations and be eligible to obtain and retain a DoD Common Access Card throughout the length of employment. Must complete pre-employment process to include drug screening. Must be able to perform temporary assigned duties, or attend training in the U.S.A. or other overseas locations on short notice and as needed.
