About the Position: Position is located in the International Sealift Contract Management Branch, International Movement support Division, Operations Directorate, The branch supports the identification, analysis and validation of functional requirements for transportation and logistics information systems.Qualifications:

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-11-Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes (1) Maintaining transportation and contract-related information systems to oversee shipment data and contract records (2) Applying U.S. cargo preference laws and regulations to be in compliance with foreign-flag waiver requests; AND (3) Administering transportation service contracts to ensure efficient and compliant service delivery. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education such as Transportation Management, Logistics Management, Supply Chain Management, Business Administration, Urban Planning, Public Administration or Geography (with emphasis on Transportation Geography) which demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-12- Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes 1) Technical knowledge and experience with contracting transportation databases, specifically legacy (IBS CARE, IBS T and RFRAM) and IBS Cloud Native (Contracts and Reference Data Applications). 2) Experience and understanding of the Cargo Preference Acts of 1904 and 1954; and how to process foreign flag cargo waivers, and 3) Knowledge and experience with transportation contracts, specifically Universal Services Contract (USC), Multi-Modal Contract (MM), and Naval Station Guantanamo Bay Contract (NSGB). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For the GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
For the GS -12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).Education:FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
