The Federal Reserve Bank of St. Louis is looking for an experienced Agile Program Manager to be part of the Treasury Cash Accounting & Reporting team. You will oversee the coordination of the technology implementation including project schedules, process documentation, project status reports, meeting documentation, project management plans and artifacts, and program level reporting. You will report directly to the Assistant Vice President over the program and will work with FRB agile teams to ensure adherence to SDLC, project management and system security standards. This role ensures efficient program-level coordination, effective delivery alignment, and measurable business outcomes.
Responsibilities
  • Facilitate quarterly planning, including logistics, preparation, pre-work coordination, and day-of execution.
  • Lead Scrum of Scrums and coordinate cross-team synchronization to surface and resolve dependencies proactively.
  • Track and manage program-level risks including mitigations, triggers, and issue tracking
  • Support teams in aligning to objectives defined by Product Management and facilitate visibility into program-level work.
  • Coordinate release planning and go-live activities with Operations Manager, ensuring operational readiness and deployment success.
  • Create executive-level program dashboards and reports that provide delivery-focused insights to support program transparency.
  • Identify cross-team impediments and escalate systemic issues to appropriate leadership.
  • Build and maintain program-level processes, standards, and documentation (status reporting, risks, action items, decisions, communication plans).
  • Collaborate with leaders and team members on continuous improvement initiatives while focusing on program execution and delivery coordination.
  • Support leaders as needed on technical dependencies, capacity planning, and architecture alignment across teams.
  • Focus on intra-program delivery dependencies and help surface constraints
  • Support compliance with Federal Reserve SDLC, security standards, and governance requirements.
  • Provide weekly status updates to senior leadership with clear articulation of program health, risks, and trajectory.
  • Build trusted relationships across teams, leadership, and stakeholders-influencing through collaboration rather than authority.

Qualifications
  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field (or equivalent experience).
  • 7+ years of program and project management, including experience coordinating multiple teams (5+ teams or 30+ people) within an agile environment.
  • Demonstrated experience facilitating large-scale planning events (PI Planning, quarterly planning, or similar).
  • Certified Project Management Professional or equivalent experience/education.
  • Proven track record managing complex cross-team dependencies in software delivery environments.
  • Experience with cloud maturity and optimization (AWS, Azure, or Google Cloud Platform) AWS Cloud Practitioner Certification a plus
  • Strong proficiency with Agile management tools (Jira, Azure DevOps, Rally, or VersionOne).
  • Expertise in dependency mapping, risk management, and program-level metrics.
  • Excellent facilitation skills for diverse, cross-functional stakeholder groups.
  • Ability to influence without authority and navigate organizational complexity.
  • Strong analytical skills with ability to translate data into actionable insights.
  • Demonstrated comfort with AI-enabled tools, coupled with a willingness to learn and apply emerging technologies to improve productivity and business outcomes.
