Job description

DIRECTOR OFFICE OF FISCAL AND PROGRAM REVIEW MAINE STATE LEGISLATURE Augusta, Maine The Maine Legislative Council is seeking qualified applicants for the position of Director of the Office of Fiscal and Program Review. This is a full-time, nonpartisan senior management position with responsibility for directing one of several nonpartisan staff offices which work under the overall direction of the Executive Director of the Legislative Council to provide staff support to the Legislature. The Office, composed of 11 staff including the Director, provides fiscal policy research, analysis and drafting support to the Legislature, provides staffing for the Legislature's Joint Standing Committees on Appropriations and Financial Affairs, and shares the responsibility for staffing the Joint Standing Committees on Transportation, Health and Human Services, and Taxation.

It has the sole responsibility for the preparation of fiscal notes for all proposed legislation. The Office also monitors the financial status of all state agencies and provides fiscal support for studies and statutory study commissions during the interim. The Director also serves on the Revenue Forecasting Committee, and the Office provides staff assistance to this committee that provides consensus revenue forecasts.

The Director is responsible for planning, directing and managing the office and for working in concert with the Executive Director and the other Office Directors to develop and strengthen overall organizational relationships, policies and procedures that govern the work performed by the nonpartisan staff of the Legislature. Desired Minimum Qualifications: Advanced degree and at least five years of increasingly responsible public policy and management experience, with at least three years of experience at the management level. Combinations of education and experience will be considered.

Strong management and communication skills are essential. Salary and Benefits: Current salary range is $116,209 to $168,105. The bi-weekly dollar values of some State-paid benefits for full-time employees include $15.22 for dental insurance; 14.06% of employee's pay towards retirement; and, depending on the employee's annual pay, at least 85% ($508.90) of health insurance premiums.
