Employment Opportunity Under the general supervision of the Chief Information Officer (CIO), a GIS Administrator is integral in City efforts to develop a data-centric organization supporting data-based decision making and performance management. Creates tools (data visualizations, maps, dashboards) and analytical products for City staff and the public. This position supervises summer GIS interns.

Essential Functions of Work Creates, edits, and maintains the City's GIS database and supports integrated solutions. Provides technical support and specialized training for City staff and public as appropriate.

Maintains a current and accurate GIS database using advanced technology that includes creating, editing, and updating GIS data, metadata, and documentation to ensure the ongoing access to current and accurate data for City plans and projects. Serves as the technical resource on multiple projects involving data access and analysis and/or GIS applications and completes complex analyses to produce the desired products for the projects. Participates in the development, implementation, and maintenance of enterprise data analytics and GIS solutions.

Manages data and GIS integrations with various enterprise business systems (asset management, police dispatching, permitting, etc.). Analyzes and presents data via web, reports, and presentations. Performs business/needs analysis, project management, and solution implementation

Develops or creates new data through advanced methodologies including database manipulation techniques, ETL, translation or conversion from other platforms or databases, and the like. Edits and validates data to ensure its accuracy and completeness, tests potential applications, and ensures accurate documentation; analyzes business/needs, data curation, data, and reporting. Uses advanced software and statistical tools, builds custom models to analyze sets of data, temporal data, raster data, map algebra, and the like.

Answers complex questions. Performs complex data analysis involving multiple levels of data and shares results via digital tools, dashboards, online and printed maps. Serves as a technical resource for assigned projects including assisting in discovery, needs assessment, planning, execution, and delivery of projects for customers.

Works with multiple work groups to define project data objectives and completes complex analyses to produce the desired products for the projects. Identifies and evaluates new data analysis, visualization and GIS technologies, products, and services and makes recommendations regarding their potential application based on improved capabilities. Provides customized support and training for City staff and the public by conducting sessions or selecting appropriate training resources.

Participates in the development, implementation, and maintenance of enterprise GIS solutions such as geodatabase, server, internet, and desktop applications. Performs other related duties as assigned. Knowledge, Skills, and Abilities: Knowledge of GIS and/or data analytics theory and practical application.

Knowledge of enterprise databases, data design, server/network technology, and web and cloud technology. Knowledge of project management, process management and change management. Data management skills - data health, ETL, data wrangling and prep.

Esri GIS Software skills. Microsoft PowerBI and/or Tableau skills. Reporting tool skills.

Microsoft SQL Server skills. Web server technology skills. Microsoft Office Suite skills.

Ability to research and understand emerging technology. Ability to communicate verbally and in writing to all levels of an organization. Ability to communicate technical subjects to lay audiences.

Typical Qualifications Minimum Qualifications: Bachelor's Degree in Geography, Cartography, Engineering, Computer Science, Data Analytics or other relevant field and some experience as a Data or GIS Analyst or in a comparable role in a similar organization, or any equivalent combination of education and experience. Physical Requirements: Ability to move about the inside of an office space to access file cabinets and office equipment. Constantly operate a computer and other office machinery, such as a copier, fax machine, mobile device, shredder, scanner, etc.

Must be able to remain in stationary position at workstation throughout scheduled workday. Ability to exchange information with co-workers and citizens through use of email system, the telephone, and in-person interactions. Ability to occasionally lift and move objects weighing up to 20 lbs.

Ability to move objects weighing over 20 lbs. with the help of equipment/devices, on an infrequent basis. Ability to enter data into the computer system in a sustained manner.

Ability to take the necessary precautions to work safely with electrical and electronic components. Sufficient mobility to survey land, including uneven, rough terrain. Other Requirements: Possession of a valid State of Ohio Driver's license with an acceptable driving record.

Regular attendance, as governed by and in accordance with applicable rules, regulations, procedures and laws, is regarded as an essential requirement of this classification. Compliance with training directives established by supervisory/managerial personnel. Adherence to all applicable Federal and State safety laws, rules, and regulations, and City safety policies/procedures.
