POSITIION SUMMARY:
The GIS Manager is an experienced GIS professional who supports a variety of departments including the tribe's Department of Natural Resources (DNR), Preservation, and Realty in data gathering, management, updating, processing, and analysis. Under the supervision of the Forest Manager, duties will require an experienced, proactive, organized, and independent worker. The GIS Manager is responsible for providing comprehensive GIS support across multiple areas, including management and administration of the tribal geodatabase, design and management of the DNR GIS program, hardware, software, personnel training in GIS use, map production, data processing, and keeping abreast of developments in GIS knowledge and techniques.
KNOWLEDGE, SKILLS AND ABILITIES:
Management and administration of the tribal geodatabase:
  • Assists DNR staff in collecting, developing, and maintaining geospatial data
  • Performs quality assurance and quality control analyses to ensure consistent geospatial data quality. This includes recording edits made in metadata and in edit comments, analyzing and fixing topology, etc.
  • Coordinates access, use, and distribution of the tribal geodatabase

Design and manage DNR GIS program:
  • Leads tribal GIS steering committee to ensure GIS program is meeting tribal needs
  • Develops and appropriately updates an overall strategic GIS program plan
  • Prepares GIS program budgets and reports
  • Maintains GIS database servers

GIS analysis, map creation, and data acquisition:
  • Assists DNR programs in data acquisition through GPS data collection, contract services, and interagency agreements
  • Performs GIS analysis on request by the DNR director
  • Produces professional-quality GIS figures or maps as requested

Administration of GIS hardware and software systems:
  • Maintains tribal GIS hardware and software for all tribal staff who use GIS
  • Acquires and maintains GIS software licenses in coordination with the Bureau of Indian Affairs (BIA) and GIS software entities
  • Responsible for the administration of tribal geodatabase backup systems and the periodic testing of geodatabase backups
  • Acts as lead technical consultant to tribal staff for the acquisition of all GIS-related equipment and GIS software

Other functions:
  • Oversees the development of GIS analyses and tools to provide DNR programs with effective decision support services
  • Designs and develops project-specific GIS applications or workflows
  • Designs, implements, and documents QA/QC measures for special projects, products, and services
  • Attends GIS-related conferences, seminars, workshops, and other professional opportunities to uphold GIS expertise knowledge
  • Coordinates with the tribe's realty office to regularly perform parcel updates using various information sources such as official legal descriptions
  • Arranges, plans, and implements GIS training for tribal staff

MINIMUM QUALIFICATIONS:
  • Drivers License
  • Pass a Background
  • Bachelor's degree in geography, computer science, or a related field from an accredited college or university
  • Skilled in various operating systems supporting client-server GIS implementations
  • Expert knowledge of Esri software including but not limited to ArcGIS Pro, Field Maps, Survey123, Quick Capture
  • Knowledge of programming or scripting languages including but not limited to Python, JavaScript, and SQL
  • Knowledge of Trimble and Juniper Systems GPS software and hardware
  • Knowledge of GPS data collection, management, and associated protocols
  • Knowledge of geodatabase management practices, data storage software, and applicable QA/QC methods
  • Skilled in the use of the Microsoft Office suite, image editing software (e.g., adobe photoshop and illustrator), and other applicable software
  • Extensive knowledge of the principles and practices of spatial analysis, remote sensing, and cartography
  • Knowledge of the principles and common standards for geospatial metadata
  • Knowledge of CAD software and file structures, as they relate to GIS applications
  • Knowledge of natural resource management, habitat conservation, realty data (e.g., parcel/allotments) applications for GIS
  • Ability to plan, prioritize, coordinate and monitor the GIS workflows of tribal staff
  • Knowledge to effectively budget and monitor GIS program finances
  • Ability to communicate complex geospatial concepts and be approachable to a non-technical audience
  • Employ positive communication skills and exercise professional interpersonal abilities (tact, diplomacy, and respect) with co-workers at all times.
  • Maintain a high degree of professionalism in the workplace, including appearance, communication, attendance, reliability, and teamwork.
