Job description

Quantum Sky is searching for an experienced Oracle EBS R12.2 Financials Business Analyst / Tester to support the Defense Health Agency (DHA) Enterprise Operations & Support Services (EOSS) contract. This dual-role professional will be responsible for gathering and translating business requirements into functional designs, as well as developing and executing comprehensive test plans. The ideal candidate will ensure that all Oracle E-Business Suite (EBS) functional enhancements and patches meet strict DoD financial readiness (FIAR) and operational standards.

Responsibilities:

  • Requirements Gathering: Collaborate with DHA stakeholders, financial managers, and technical teams to gather, analyze, and document business requirements for Oracle Federal Financials modules (CE, PA, SLA, GL, AP, AR, PO, Federal Administrator).
  • Functional Design: Create and maintain standard Oracle AIM/OUM documentation, specifically Functional Design Documents (MD.050) and Configuration Documents (BR.100).
  • Test Engineering: Develop comprehensive Test Plans, Test Cases, and Test Scripts based on functional requirements and system modifications.
  • Quality Assurance (QA) & Execution: Execute manual and/or test scripts across various testing phases (System Integration Testing, Regression Testing, Performance Testing).
  • UAT Support: Facilitate and support User Acceptance Testing (UAT) with DHA government stakeholders, including tracking defects, triaging issues, and verifying fixes.
  • Defect Management: Log, track, and manage software defects using tools such as Jira, Micro Focus ALM, or similar platforms.
  • Functional Support: Act as the functional Subject Matter Expert (SME) to troubleshoot production issues and provide functional guidance to the Oracle Developer team.

Required:

  • Experience: Minimum 8+ years of experience as a Business Analyst, Functional Consultant, or QA Tester focused on Oracle E-Business Suite (EBS) R12.
  • Education: Bachelor’s degree in Information Systems, Cybersecurity, Computer Science, Information Technology, Data Science, Software Engineering, Accounting or related field. 
  • CompTIA Security+ (DoD 8140 compliance, required within 90 days of start)
  • Federal Expertise: Demonstrated functional knowledge of Oracle Federal Financials (OFF) and federal accounting principles (USSGL).
  • Testing Proficiency: Strong experience in writing test scripts, executing tests, and managing defects in a structured ITIL/Agile/Waterfall environment.
  • Communication: Excellent verbal and written communication skills to effectively translate complex technical concepts to non-technical government stakeholders.

Desired:

  • Prior experience on DoD/DHA contract, supporting Defense Health IT systems, or other Federal Contracts.

Clearance: 

  • Clearance: (preferred) Must hold an active Public Trust / Tier 3 (NACI) or higher clearance or be able obtain one

Compensation:

  • Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $110,000-$135,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
