DOB Violations Analyst
Full-Time | In-Office Position

Position Summary

Wavecrest Management is seeking a highly organized and detail-oriented DOB Violations Analyst to oversee the management, tracking, and resolution of Department of Buildings (DOB) violations across our residential property portfolio. This position plays a critical role in ensuring regulatory compliance by coordinating with property managers, vendors, consultants, and City agencies to facilitate the timely correction and closure of violations.

The ideal candidate will possess extensive knowledge of New York City Department of Buildings regulations, violation classifications, compliance deadlines, and the systems used to process and resolve violations. This is a full-time, in-office position requiring excellent organizational, analytical, and communication skills.

Responsibilities include but are not limited to

  • Review, monitor, and manage all Department of Buildings (DOB) violations throughout the company's property portfolio.
  • Track violations from issuance through correction, certification, and final dismissal.
  • Coordinate with Property Managers, Maintenance teams, Engineers, Architects, Expediters, and Contractors to ensure violations are addressed within required deadlines.
  • Maintain accurate records of all violations, inspections, corrective actions, and compliance documentation.
  • Prepare reports identifying outstanding violations, compliance status, and aging items.
  • Utilize DOB systems including DOB NOW, BIS, and OATH/ECB to research, monitor, file, and resolve violations.
  • Schedule and coordinate required inspections with vendors and City agencies.
  • Communicate with NYC agencies regarding violation status, hearings, corrections, and dismissals.
  • Attend hearings or coordinate representation when necessary.
  • Monitor regulatory deadlines to minimize penalties and ensure timely compliance.
  • Develop and maintain tracking spreadsheets and reporting dashboards using Microsoft Excel.
  • Escalate overdue violations and compliance concerns to management.
  • Assist with special compliance projects and audits as assigned.
  • Perform occasional visits to City agencies or properties when necessary to facilitate resolution.

Required Knowledge and Experience

Candidates should demonstrate proficiency in the management and resolution of NYC DOB violations, including:

Category 1 Violations

  • LL10/81
  • VCAT1
  • EVCAT1
  • ACC1
  • AEUHAZ

Category 5 Violations

  • CAT5
  • PVT Violations

Required Inspection Experience

  • Elevator Periodic Inspections
  • Façade Inspections (FISP)
  • Parapet Inspections
  • Boiler Inspections

Required Qualifications

  • Minimum 3 years of experience managing NYC DOB violations or related regulatory compliance.
  • Strong working knowledge of:
    • DOB NOW
    • BIS (Building Information System)
    • OATH/ECB
  • Advanced proficiency in Microsoft Excel.
  • Excellent organizational and project management skills.
  • Strong verbal and written communication skills.
  • Ability to manage multiple priorities while meeting strict regulatory deadlines.
  • Ability to work independently and collaboratively across multiple departments.
  • Strong attention to detail and problem-solving abilities.

Preferred Qualifications

  • Active or renewable NYC Expediter License preferred.
  • Experience working with large residential property portfolios.
  • Familiarity with HPD, FDNY, DEP, and other NYC regulatory agencies is a plus.
  • Experience coordinating directly with City departments to resolve compliance issues.

Physical Requirements

  • Ability to work in a professional office environment for extended periods.
  • Occasional travel to properties and New York City agencies as required.
  • Ability to lift up to 20 pounds occasionally.
