Position Summary 

We are currently seeking prospective candidates for an upcoming opportunity with the Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR). This requirement provides critical mission support across various technical, program management, and administrative functions to assist ORR in its mission to promote the health, well-being, and stability of refugees and unaccompanied children. The Senior Data and Systems Manager oversees data validation, data analytics, help desk and systems support for Refugee Resettlement and Unaccompanied Alien Children (UAC) programs.  

Candidates must reside in the Washington-D.C. area full-time but able to travel intermittently in support of ORR-funded programs across the continental United States. 

Responsibilities include, but are not limited to the duties listed below: 

  • Provide quantitative and qualitative analysis to identify trends, performance indicators, and outcomes.  
  • Update and maintain data systems using automation and scripting tools (such as R, Python, and SQL) to extract and transform data.  
  • Create and maintain real-time programmatic dashboards using platforms like Tableau, Palantir, and Salesforce.  
  • Ensure the quality, organization, and completeness of programmatic data through rigorous quality control.  
  • Identify, triage, and resolve or escalate system issues for users of government applications to appropriate technical teams.  
  • Fulfill regularly occurring and ad hoc data inquiries and reports within specific deadlines.  
  • Resolve application issues that require modification through the user interface and troubleshoot complex cases for end-users.  
  • Provide forecasting and modeling support to inform mission priorities and resource management.  
  • Assist with the roll-out of new technology solutions and modernization efforts across the technical division.  
  • Manage relational databases and application programming interfaces (APIs).  

Requirements

Minimum Qualifications 

  • Experience: Minimum 7 years of relevant experience in data science, systems management, or IT operations. 
  • Leadership: Minimum 3 years of supervisory or team lead experience. 
  • Education: Bachelor's degree in Data Science, Information Technology, or relevant subject; Master's degree preferred. 
  • Certification: Relevant technical certifications (e.g., SQL, Tableau, Salesforce) preferred.
