Reports To: ARMADA HQ

Security Clearance Required: Must possess an active Secret security clearance based on a completed NACLC, Tier 3, or Tier 3R investigation and be enrolled in Continuous Evaluation/Vetting.

Construction Surveillance Technicians are to detect and/or deter the implementation of clandestine monitoring devices into U.S. Government facilities that house and/or process classified materials/discussions. Moreover, they are to ensure SCIF/SAPF construction compliance.

Duties & Responsibilities:

  • Construction Surveillance Technicians will support U.S. Government Intelligence Community (IC)-sponsored construction projects, which are subject to stringent and unique security requirements. The infrastructure, equipment, and services acquired under this contract are critical to ensuring compliance with applicable IC standards and directives, including: ICD 705, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities (SCIFs); DoDM 5105.21 Volumes 1, 2, and 3, Sensitive Compartmented Information Administrative Security Manual; DoDM 5205.07, Special Access Program (SAP) Security Manual; ICS 705-1 and ICS 705-2, IC Technical Specifications for Construction and Management of SCIFs (Tech Specs), dated 26 July 2021; and Unified Facilities Criteria (UFC) 4-010-05, SCIF/SAPF Planning, Design, and Construction, dated 26 May 2023.
  • CSTs are expected to be familiar with all applicable regulations, standards, and implementing directives, which are available at www.odni.gov, and apply them throughout the planning, design, and construction phases of SCIF/SAPF projects.
  • CSTs must have a solid understanding of the ICD/ICS 705.
  • Other duties as assigned.

Knowledge, Skills, and Abilities (KSAs):

  • Must be able to perform the essential functions of the position, including standing for extended periods, walking long distances, climbing stairs and ladders, and carrying equipment. The Contractor shall ensure that CSTs are physically capable of performing these duties.
  • All CST personnel MUST possess construction experience, and must be familiar with the sixteen (16) standard construction divisions.
  • Must have a solid understanding of the ICD/ICS 705.

Minimum/General Experience:

  • Must possess an active Secret security clearance based on a completed NACLC, Tier 3, or Tier 3R investigation and be enrolled in Continuous Evaluation/Vetting.
  • All CST personnel MUST possess construction experience.
  • Must have a minimum of five (5) years of construction experience. Security experience may supplement up to two (2) years of construction experience if the security experience is directly related to SCIF and/or SAPF construction or physical security.

Minimum Education:

  • Must hold a valid certificate for successful completion of a Forty (40) Hour or greater CST training course. The CST Course must be accredited by a recognized security industry accrediting body approved by the U.S. Government.

Preferred Qualifications:

  • A construction trade certificate (electrician, plumber, carpenter, etc.) with multiple years' experience.
