Job description

THIS POSITION IS ONSITE  5 DAYS PER WEEK IN LAUREL, MARYLAND.  
Team Carney, a dynamic performance solutions development and delivery government contracting company, is actively seeking experienced Instructional Systems Specialists.  Our specialists are experienced, creative and dedicated to curriculum development and client service. 
Responsibilities:
  • Design and develop course materials, evaluation strategies and other activities associated with delivery of special and complex instruction or training to law enforcement, professional, administrative, and technical support employees.
  • Conducts analysis of areas, jobs or organizational missions to determine requirements for revision of existing instructional systems
  • Gathers information through interviews with subject matter experts, prepares questionnaires, surveys, or conducts a direct observation of workers, and reviews by panels of experts.
  • Develops and designs new or revised course curriculum (for platform instruction and elearning (online training)), training aids, instructor manuals, tests and measurement devices, and evaluation criteria to measure class performance.
  • Resolves problems that may arise concerning course content, materials and guidelines to advise on possible improvements and changes to the curriculum.  
  • Determines the learning objectives and task learning relationships, organizes course content, and develops instruction design plans
  • Plans and conducts validity and reliability studies to analyze test items and other methods of assessing student progress prepared by instructors.
  • Develops and designs systems for the evaluation of training programs; identifies areas of deficiencies within the training program and recommends corrective action.
  • Inputs and maintains curriculum in learning or training management system

Requirements:
  • Master's degree from an accredited college or university in the areas of Instructional Design and/or Education OR
  • In lieu of a degree, professional or organizational certifications relevant to educational support service to include ATD Instructional Design Certificate; eLearning Guild Certifications; Certified Professional in Training Management (CPTM);  Articulate Storyline Certs; Adobe Captivate Cert; Certified Professional in Learning and Performance (CPLP / CPTD); PMP; ISPI Certified Performance Technologist (CPT); ScrumMaster or Agile Certs
  • Minimum of 6 years experience as an Instructional Systems Designer/Specialist
  • Experience with ADDIE and TNA (Training Needs Analysis)
  • Ability to undergo a favorable Suitability Assessment, to include a Financial/Credit disclosure and fingerprinting. 

Preferred:
  • Experience in developing curriculum for law enforcement/security related disciplines

The projected compensation range for this position is provided within the posting and is based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represent the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Team Carney's total compensation package for employees.
Posted Salary Range: USD $90,000 - USD $115,000 /Yr (Commensurate with experience)
