We provide mental health, substance use disorder, rehabilitation, and community-based support services with a strong commitment to compliance, quality care, dignity, and client-centered treatment. We are seeking a dedicated **Clinical Manager** to help lead our clinical operations, supervise staff, strengthen documentation practices, and ensure services meet DBH, Medicaid, accreditation, and organizational standards.

  • ## Position Summary

    The **Clinical Manager** is responsible for overseeing day-to-day clinical service delivery, supervising clinical and support staff, ensuring timely documentation, monitoring treatment plans, supporting quality improvement efforts, and helping maintain full compliance with DC Department of Behavioral Health requirements.

    The ideal candidate is a strong clinical leader who understands behavioral health operations, documentation standards, treatment planning, crisis response, staff supervision, and the importance of ethical, compliant service delivery.

  • ## Key Responsibilities

    ### Clinical Leadership & Supervision

  • Provide daytoday supervision and support to clinicians, case managers, community support workers, counselors, and other program staff.
  • Review clinical documentation for quality, accuracy, medical necessity, and timeliness.
  • Support staff in developing appropriate assessments, treatment plans, progress notes, discharge plans, and crisis intervention documentation.
  • Lead clinical team meetings, case consultations, and care coordination discussions.
  • Ensure clients receive services that are clinically appropriate, personcentered, traumainformed, and culturally responsive.
  • ### Compliance & Quality Assurance

  • Ensure services comply with DBH, Medicaid, HIPAA, Joint Commission, and agency policies.
  • Monitor documentation deadlines, service authorizations, treatment plan updates, consent forms, and required assessments.
  • Identify documentation deficiencies and work with staff to correct them promptly.
  • Assist with audits, chart reviews, corrective action plans, and quality improvement activities.
  • Promote a strong compliance culture, including zero tolerance for fraud, waste, abuse, falsified documentation, or unethical billing practices.
  • ### Program Operations

  • Assist leadership with clinical workflow development, staff onboarding, training, and productivity monitoring.
  • Support intake, admission, treatment planning, service coordination, discharge planning, and referral processes.
  • Collaborate with billing, medical records, HR, QA/QI, and executive leadership to ensure smooth program operations.
  • Help implement policies, procedures, and best practices across MHRS and SUD services.
  • Participate in internal and external meetings as needed.
  • ### Staff Development

  • Train and coach staff on documentation standards, clinical expectations, client engagement, crisis protocols, and professional conduct.
  • Provide feedback, performance support, and corrective guidance when needed.
  • Promote teamwork, accountability, communication, and respect within the clinical department.
  • ## Minimum Qualifications

  • Master’s degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a related behavioral health field.
  • Active DC clinical license preferred, such as LICSW, LPC, LGPC, LGSW, LMFT, or equivalent.
  • Minimum of 23 years of behavioral health clinical experience.
  • Supervisory or program management experience strongly preferred.
  • Experience with DC DBH, MHRS, SUD, Medicaid, or community behavioral health services preferred.
  • Strong understanding of clinical documentation, treatment planning, assessments, care coordination, and crisis response.
  • Ability to work with adults, youth, families, and individuals with serious mental illness, substance use disorders, trauma, or cooccurring conditions.
  • Excellent communication, leadership, organizational, and problemsolving skills.
  • ## Preferred Qualifications

  • Experience working in a DC Core Service Agency, SUD program, outpatient behavioral health clinic, or communitybased mental health setting.
  • Familiarity with ASAM, diagnostic assessments, DLA20, treatment plan reviews, progress notes, and discharge planning.
  • Experience using an electronic health record system such as InSync, Qualifacts, Credible, or similar platforms.
  • Knowledge of Medicaid documentation and billing compliance.
  • Ability to lead clinical staff while maintaining compassion, accountability, and professionalism.
