Non-Tactical Vehicle (NTV) AnalystThis position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed.The G-4 Non-Tactical Vehicle (NTV) Analyst serves as the technical Subject Matter Expert (SME) and fleet management program analyst for the Army Reserve NTV program enterprise-wide. Operating onsite at USAR HQ Fort Bragg, the analyst manages monthly GSA Drive-Thru data collection, investigates operator misuse and serious vehicle incidents, maintains DPAS equipment pools, oversees VURB/VAM fleet optimization reviews, coordinates formal NTV training, and executes recurring HQDA data calls and waiver processes.Core ResponsibilitiesFleet Data Analytics & Reporting: Pulls monthly data (on/about 25th of month) from GSA Drive-Thru on inventory, mileage, maintenance, expenses, accidents, safety recalls, and misuse; distributes template reports within two business days. Assists in producing bi-annual reports and quarterly policy impact analyses.Misuse & Incident Investigation Tracking: Primary contractor POC for NTV operator misuse reports (IAW DoD Manual 4500.36 & DODI 102-34.220-260) and accident incident reports (IAW AR 385-10 & DCMA Manual 4101-05), verifying completed investigations submit to HQDA within 21 working days.Systems Administration & Fleet Optimization: Assists Readiness Divisions and Functional Commands with Defense Property Accountability System (DPAS) data entry (equipment pools, odometer updates, garaged locations, lateral transfers). Reviews Customer Acquisition Module (CAM) vehicle requests promoting green fleet goals (Hybrids, ZEVs, EV mandates under EO 13834).VURB, VAM, & Waiver Process Management: Manages submission, verification, 2-star general signature validation, and optimization review for Vehicle Utilization Review Board (VURB) / Vehicle Allocation Methodology (VAM) results (AR 58-1) and 701 Alternative Fuel Waivers.Training & Recurring Data Calls: Coordinates formal NTV training program (~3 times/year). Monitors HQDA budget ceilings, assists with FAST reporting (1 Oct – 15 Nov), consolidates recurring data calls (CAM, VAM/VURB, 701 Waiver, FAST), and accompanies USARC Fleet Manager on up to 4 Staff Assistance Visits annually.Minimum QualificationsExperience: Minimum of 3–5+ years of experience in federal/DoD motor fleet management, automotive logistics, or transportation program analysis.Domain Knowledge: Expertise in AR 58-1, AR 385-10, DoD Manual 4500.36, EO 13834, GSA Drive-Thru, DPAS, CAM, FAST tool, VURB/VAM procedures, and AFV/ZEV fleet transition standards.Clearance & Certifications: Active SECRET Security Clearance prior to performance start. Active Government Travel Card (GTC) and valid driver's license.Education & Citizenship: Bachelor's degree in Supply Chain Management, Logistics, Business Administration, or related discipline preferred.
