Soft Tech Consulting is seeking a highly motivated, self-directed Data Governance & Analytics Consultant to support a critical government client in Arlington, VA. This role requires an active Top Secret Security Clearance and focuses on advancing data strategy, governance, and Shared Situational Awareness across Department of War (DoW), Army, and Air Force operating environments.

This full-time position involves contributing to data governance, policy development, workflow automation, and executive analytics enablement for the customer.  The successful candidate shall have demonstrated knowledge of data frameworks, cloud, and innovative technologies such as Artificial Intelligence (AI) / Machine Learning (ML).  The successful candidate will have a working understanding of how the Department of Defense (DoD) operates, and how  to support federal and state-level government organizations.


  • Support the development, documentation, interpretation, and implementation of client-wide IT and data governance policies, in alignment with DoD directives.
  • Support the development and use of various algorithms and models to support senior leader decision support, business analytics, and joint all domain operations.
  • Identify data inputs leveraging available DoD and client's data sources, manipulate and map data and interfaces, generate output, provide documentation (including fit-for-purpose DoDAF products).
  • Organizes and interprets data to inform senior decision-makers and drive successful operations.
  • Design dashboard wireframes to guide development based on stakeholder input, mission requirements, and user-centered design principles.
  • Coordinate with stakeholders to facilitate data sharing agreements, ensuring compliant and secure access to required information.
  • Use Qlik Sense to build and manage basic dashboards and visualizations in ADVANA, DoDโ€™s enterprise data analytics platform.
  • Contribute to a structured data project intake and prioritization framework, enabling transparency and accountability in IT service delivery.
  • Manage data source mapping and integration using approved architectural and metadata standards (e.g., DoDAF).
  • Draft, update, and maintain standard operating procedures (SOPs) and internal guidance documents related to analytics, policy, and automation activities.
  • Provides technical knowledge and analysis of DoD and commercial best practices, concepts, and methodologies to improve performance. This should also include integration, and documentation, bringing together executive data analysis for senior-level decision making.
  • Work across the organization to develop enterprise approaches.  Effectively document the process, gather and disseminate information.
  • This is a non-supervisory position, this position reports to the on-site Program Manager.

Minimum Qualifications and Skills:

  • Education: BS, preferably in a technical or business field.
  • Years: More than 5 years of relevant experience supporting data analytics and automation.
  • Years: more than 3 yearsโ€™ experience working with leading Robotic Process Automation (RPA) tools such as UiPath, Automation Anywhere.
  • Clearance: Must have an active DoD Top Secret clearance.
  • Proficiency in Microsoft Office 365 including Word, Excel, PowerPoint, SharePoint, and Teams.
  • Strong written and verbal communication skills, with the ability to convey complex data and policy concepts clearly to leadership including SES/GO-level.
  • Experience preparing materials for and supporting advisory/governance forums, including action tracking and executive briefings.
  • Experience with data analytics and visualization tools such as Qlik.
  • Able to deploy and manage solutions in a cloud environment such as AWS or Azure.
  • Experience supporting a DoD component-level organization.
  • Must have strong organizational and time management skills including attention to detail, ability to take initiative, interpersonal skills to work as part of a team, and integrity to work independently and possibly remotely.

Preferred Qualifications:

  • Experience implementing data sharing in sensitive environments.
  • Knowledge of and experience with policy development and implementation, particularly related to IT modernization or data governance
  • Proficiency with Microsoft Power Automate to design and maintain basic workflows.
  • Foundational experience with Qlik Sense, including creating simple dashboards and visualizations, working with filters and selectors, and publishing in ADVANA, DoDโ€™s data platform.
  • Exposure to user testing, usability validation, or post-deployment iteration.
  • Previous support to a CIO/CDO/CTO office.
