Summary:
The Senior Data Governance Analyst has the responsibility for performing activities within the organization Data Governance program to ensure quality, integrity, and usability of our data. Activities include but are not limited to semantic mapping of clinical or administrative data, support efforts around data standards including the production of process and standards documentation, metric reporting, and issue identification through validation processes. Additionally, this position will assist Contexture stakeholders and staff in applying their deep clinical data and workflow knowledge to support the development of products and services that transform health care delivery.
This position is based in Phoenix Arizona; Denver Colorado; or Grand Junction, Colorado and requires local residency in one of these base locations. Our strategic flexibility allows for local work from home opportunities.
Qualifications

Essential Duties and Responsibilities include the following:
  • Provide advanced analytical support for business operations utilizing HIE data such as clinical, provider, and member data.
  • Conduct independent analysis of highly complex data sets under moderate supervision and guidance.
  • Analyze clinical data and work with internal and external stakeholders to support data quality improvement activities.
  • Perform exploratory data analysis and data mining of HIE data and interpret findings in easily understandable formats for varying levels in the organization as well as external customers.
  • Lead the development of data, product and service documentation standards including development of guidelines and templates.
  • Define semantic mappings of clinical or administrative data to a standard reference terminology.
  • Provide thought leadership for the development, documentation, and execution of policies, procedures, and governance that drive the clinical data lifecycle needs of the organization.
  • Serve as a steward to Data Governance by participating in working groups and committee initiatives serving as a subject matter expert for domain knowledge of data standards and quality initiatives.
  • Identify information gaps discovered during the terminology mapping process; communicate gaps or problems with mapping processes and provide actionable solutions.
  • Applies knowledge of clinical data and end user workflow experience to influence HIE tools, products, and services.
  • Plan and execute product inspection and testing for quality assurance and conformance to specifications and deliverables.
  • Work with source systems and downstream data consumers to apply standard data quality techniques, remediate issues, and assist with implementation of processes to monitor data quality risks, including:
    • Assisting to analyze data quality results
    • Measuring and auditing large volumes of data for quality issues and gaps
    • Assist with the performance of root cause analysis of data anomalies
    • Triaging data quality issues
  • Evaluate and quantify business impact of data quality issues and making recommendations for data improvements including required process and system changes.
  • Prepare product and process data quality reports utilizing identified metrics.
  • Champions organizational behavior changes as it relates to the use of data; Realizing vision of data managed as an asset and supporting literacy education.
  • Leads organizational activities with vendor and client representatives concerning identified data quality issues, and the development and execution of effective corrective action plans.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Maintain knowledge of clinical disease states, hospital care processes, quality measure reporting, and Social Determinants of Health (SDOH) data types.
  • Participates as a subject matter expert to support education and train internal and external staff to understanding and applying Contexture data quality management program policies, procedures, and standards.
  • Performs other related duties as assigned.

Skills
  • Proven ability to work independently as well as ability to effectively work in a team environment and maintain strong working relationships.

  • Working knowledge of and experience with quality assurance and quality improvement methodologies, techniques, tools and in implementing data quality principles and processes.
  • Experience with applying process improvement strategies to clinical workflows that utilize information systems.
  • You have a clinical background (RN, NP, PA, etc.) and experience using an electronic health record system such as EPIC, Cerner, Meditech, NextGen, eClinicalWorks, and Allscripts.
  • Knowledge of state and federal quality payment and improvement programs (I.e., eCQM, HTP, QPP etc.) in the ambulatory and inpatient care settings.
  • Working knowledge of HL7 v2.x, HL7 v3.x, HL7 FHIR, C-CDA and XDS.b standards and protocols.
  • Working knowledge of and experience with data management, data warehousing, data modeling, data analysis, and statistics.
  • Working knowledge of MSSQL Server, PostgreSQL, and Python.
  • Familiarity with best practice standards and challenges associated with interoperability of data.
  • Working knowledge of standard codes set terminologies such as LOINC, CPT, ICD-10, SNOMED, RxNorm, CVX, etc.
  • You have experience with clinical terminology coding and mapping, and common tool(s)/resources.
  • Working knowledge of medical claims data formats to include UB92, CCLS, 835, 834, CMS 1500 etc.
  • Working knowledge of Microsoft office toolset (Word, Project, Excel, and PowerPoint required, Visio preferred).
  • Ability to work in a fast-paced environment, embrace change, adjust quickly to changing work demands and shifting priorities, and consistently meet targeted deadlines.
  • Highly organized: You are a stickler for detail, timeliness, meeting compliance requirements, and tracking information in a manner that is reliable, clear, and easily understood by others.

Education/Experience
  • Minimum of 5+ years of relevant experience required.
  • Bachelor's Degree required in Nursing or related clinical field and/or 8+ years of commensurate experience in claims data analysis and/or medical claims coding.
  • Master's degree or other advanced degree in informatics preferred.
  • Formal certifications in Certifications such as CPHQ, NI-BC, CBCS, CCS, CMIS, or NCCT preferred.
  • Experience with data analytics, data management associated with systems evaluation and human factor workflow analysis.
  • Membership in informatics-related professional organizations (i.e., HIMSS, AMIA, ANIA, etc.) preferred.
