About the Opportunity

Heartland Consulting is seeking an IMS/EVM/EVMS Surveillance Support Specialist to provide critical project controls and Earned Value Management support to a major U.S. Coast Guard shipbuilding and acquisition program.

This full-time role supports the Program Manager (PMR) by performing EVMS surveillance, maintaining the Integrated Master Schedule (IMS), conducting detailed cost and schedule analysis, and delivering actionable insights to ensure program performance and compliance.

This is a great opportunity for an experienced EVM professional who wants to play a key role in complex major acquisition programs.

Key Responsibilities
  • Provide on-site project management and controls support directly to the U.S. Coast Guard Program Manager (PMR).
  • Conduct EVMS surveillance and compliance reviews of the shipbuilder's management control systems in accordance with ANSI/EIA-748 guidelines.
  • Maintain and update the Integrated Master Schedule (IMS), perform EVM analysis, and generate accurate reports and performance metrics.
  • Identify schedule and cost variances, recommend corrective actions, and support risk identification and management processes.
  • Attend program meetings, prepare briefings and presentations, and track financial and schedule performance for leadership.
Minimum Qualifications
  • Strong, hands-on background in Earned Value Management Systems (ANSI/EIA-748) and Integrated Master Scheduling.
  • Demonstrated experience in shipbuilding, major DoD/USCG acquisition programs, or other complex project controls environments.
  • Proficiency with scheduling tools such as Microsoft Project or Primavera (P6) and EVMS analysis software.
  • Bachelor's degree in Engineering, Business, Finance, or a related field is preferred.
  • Excellent analytical, communication, and briefing skills.
  • Active Secret security clearance is required.
