Construction Inspector
Project: Recapitalize Central Steam Distribution System at U.S. Coast Guard Academy, New London, CT
Location: U.S. Coast Guard Academy New London, CT (full-time on-site)
Duration: Approximately 2 years (full-time, 40 hours/week; overtime up to 10%)
Position Summary
ASR is seeking a highly experienced, full-time Construction Inspector (CI) to provide on-site surveillance and inspection services for a major design-bid-build construction project at the U.S. Coast Guard Academy. The project includes large-scale replacement and consolidation of steam, condensate, and hot water piping systems in tunnels, sub-basements, and direct-buried applications; complete mechanical room overhauls (heat exchangers, VFD pumps, PRVs, condensate return units); civil/structural work (manhole repairs, trench drains, concrete access stairs and steam pits); new ventilation and exhaust systems; controls and Siemens BAS integration; demolition and site preparation; electrical and lighting upgrades; and architectural modifications.
The CI serves as the Governmentโ€™s on-site advisor, ensuring all work complies with contract documents, drawings, specifications, codes, and standards. Thie role requires independent, self-disciplined performance and the highest standards of professional conduct.
Qualifications (Required & Preferred)
Minimum Requirements โ€“ Construction/Inspection Experience:
  • Minimum of 10 years of construction experience as a construction inspector, contractor superintendent, or quality control manager. Alternative: Minimum of 5 years of construction experience plus a 4-year college degree in Engineering, PE, PMP, or QA/QC certifications attained within the last 10 years.
  • In-depth knowledge of underground utilities, buildings, and general construction trades (demonstrated through education, certifications, or hands-on experience in installation/repair/inspection duties across multiple disciplines such as electrical, water, sanitary sewer, stormwater, telecom, structural, mechanical, plumbing, architectural, and civil).
  • Capable of reading and interpreting contract drawings and specifications; thorough understanding of local and national building codes.
  • Proficiency in Procore (Construction Management Software) or equivalent construction management/scheduling software. The Prime Construction Contractor on this project will utilize Construction Management Software; demonstrated Procore proficiency is required for strong consideration.
  • Basic to advanced computer and software skills; must be proficient in typing reports using Word, PDF, etc., and providing properly formatted digital images with descriptions.
  • Effective written and verbal communication skills, strong attention to detail, and the ability to work independently with self-discipline.
  • Proven capability to write clear reports summarizing construction activities, document/track unforeseen conditions, and capture appropriate progress photos.
Federal Government Project Experience:
  • Minimum of two (2) years of work experience on Federal Government construction projects (as CI, superintendent, or quality control manager) within the last 10 years. State/local government projects that only used federal funding do not qualify.
  • Higher preference given to candidates with five (5) or more years of Federal Government construction project experience and/or prior experience on U.S. Coast Guard projects.
Related Project Type Experience:
  • At least two (2) years of project experience (which may overlap with the 10-year requirement above) in the construction of steam distribution systems, civil/site work, and utilities/mechanical room equipment installation.
  • Candidates must demonstrate applicable experience on similar projects (including design-bid-build or design-build contracts) completed within the last 10 years. Provide project details including type, scope, location, delivery method, cost, and role.
Highly Preferred:
  • QA/QC certifications.
  • Advanced degrees or additional certifications directly related to construction inspection or the trades listed above.
  • Demonstrated experience working on multiple projects from mobilization through final completion.
  • Prior U.S. Coast Guard project experience is a plus.
Additional Requirements (per USCG Statement of Services):
  • Physical ability to see, hear, walk, drive, climb, reach, stoop, bend, and lift up to 50 pounds; willingness to work in all site conditions (noise, dust, heights, enclosed spaces, adverse weather, unstable footing, ladders, etc.).
  • Minimum of one hour (online or in-person) annual training on preventing sexual harassment in the workplace.
  • Must obtain and maintain a Common Access Card (CAC) via the DoD Contractor Verification System (CVS) if required for access; must pass all security/background requirements.
  • Professional appearance and conduct at all times; must not discredit the U.S. Coast Guard, DHS, or the Government.
Key Responsibilities
The CI shall:
  • Attend pre-construction, quality control, progress, and other meetings as needed; take and distribute minutes as directed.
  • Review and become thoroughly familiar with all contract documents, progress schedules (including network diagrams), submittals, and proposed changes; provide comments, cost estimates, and schedule impact analyses to the FDCC PM.
  • Perform daily on-site inspection and surveillance of all construction activities to ensure compliance with contract documents.
  • Witness field tests, review testing reports, maintain test logs, and verify material conformance.
  • Monitor survey/layout operations, as-built drawings, and field annotations for accuracy.
  • Maintain submittal status logs and UniFormat filing systems.
  • Identify and document safety violations; inform the Prime Construction Contractor (PCC) and alert the COR of severe or repeated issues.
  • Review and comment on payment requests, certified payrolls, schedule updates, and as-built drawings; verify quantities, stored materials, and labor.
  • Maintain a bound Inspectorโ€™s Daily Diary (to be turned over to the KO at project completion) and orderly working files for all project documentation.
  • Prepare and submit weekly progress reports (by noon each Friday) via e-mail, including a minimum of four dated and captioned photographs.
  • Participate in pre-final and final inspections, develop detailed punch lists, and verify completion of all items prior to final payment.
  • Assist in the review of Installation Instructions and Operation & Maintenance Manuals.
  • Conduct labor standards interviews (minimum 2 random employees per month) and document on SF 1445.
  • Notify the KO (via COR/PM) of any potential claims, disputes, or discrepancies.
  • Archive all reports, photographs, and documents electronically and on CD-ROM as required.
  • Perform all inspection services whenever contractor personnel are on site (limited to 40 hours/week unless overtime is authorized).
Qualified candidates who meet the federal experience minimums, demonstrate strong steam/utilities/mechanical room expertise, and possess Procore proficiency are strongly encouraged to apply.
