Job description

Responsibilities

We are seeking a highly skilled and innovative Circuit Support Specialist to join our team in the greater DMV area, supporting the Army National Guard.

Responsibilities

  • Lead circuit lifecycle management: plan, provision, activate, monitor, tune, and decommission enterprise circuits across NIPR/SIPR and hybrid/cloud environments.
  • Serve as primary technical liaison with carriers, service providers, and vendors for provisioning, escalations, SLA enforcement, troubleticket resolution, and RMA coordination.
  • Define and enforce standards, procedures, and runbooks for circuit design, acceptance testing, monitoring, capacity planning, and fault remediation.
  • Monitor circuit performance and availability; analyze telemetry and trend data to identify capacity constraints, latency/jitter issues, packet loss, and other service degradations.
  • Perform rootcause analysis for circuit incidents, coordinate crossfunctional remediation with engineering, NOC, SOC, and operations teams, and validate corrective actions.
  • Conduct capacity forecasting, cost/performance tradeoff analyses, and recommend optimization or modernization actions (diversity, redundancy, route optimization, carrier swaps).
  • Maintain circuit inventories, topology diagrams, service records, circuit diagrams, and configuration documentation in authoritative repositories.
  • Ensure circuit implementations comply with architectural standards, security requirements, RMF/STIG considerations, and program operational needs.
  • Produce circuit status reports, SLA performance metrics, outage postmortems, and executive briefings for program leadership.
  • Mentor junior circuit engineers and contribute to continuous improvement of circuit management processes and automation.

Qualifications

Required Qualifications

  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD
  • Active TS/SCI clearance.
  • Candidate must meet ONE:
    • Master's or Ph.D. in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR
    • Relevant DoD/military training (e.g., 411C32255N, 10225S40C45, 4CFA26B, M0923W1, M0923X1); OR
    • Relevant professional certification or equivalent experience (examples: SecurityX/CASP+, CCNA, CCNP Security, CCSP, GCED, GCIA, GCLD, GDSA, GFACT).
  • Telecom/network engineering experience with demonstrated circuit planning/provisioning, carrier management, and lifecycle oversight in enterprise or DoD environments.
  • Proven experience with carrier interconnects, MPLS, SDWAN, VPNs, dedicated circuits, transport technologies, and NOC escalation workflows.
  • Strong skills in diagnostics, performance analysis, capacity planning, topology documentation, and vendor SLA negotiation.
  • Proficiency with circuit/inventory management tools, network monitoring platforms, and diagramming/CMDB repositories.

Desired Qualifications

  • Prior experience supporting NIPRNet/SIPRNet, DoDIN services, DISA/NETCOM carrier integrations, or ARNG/DoD network programs.
  • Familiarity with RMF/STIG implications on circuit services, secure circuit provisioning, and crossdomain connectivity constraints.
  • Experience with automation/orchestration for provisioning (API integrations), SDWAN deployments, and cloud connectivity patterns.
  • Demonstrated ability to produce executivelevel reports, cost/benefit analyses, and recommendations for circuit modernization or redundancy planning.

Target Salary Range$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations.
