General Summary:
  • Utilize and maintain expert knowledge in Security Assistance (SA), technology transfer, disclosure and releasability, export/import compliance, risk management, program/project management, Total Package Approach (TPA) logistics support and sustainment, technical data management, contractor services, and training/training support.
  • Assist in maintaining and updating program/project management documents, developing standard plans and operating instructions/procedures, financial management, developing and maintaining IMS and critical path models, identifying, assessing, and documenting acquisition and acquisition logistics resource requirements, evaluating and responding to Letters of Request (LOR), formulating Letter of Offer and Acceptance Data (LOAD), and Manpower Requirements Packages (MRP).
  • Maintain a current U.S. passport and be willing to travel to foreign Outside Continental United States (OCONUS) locations.
  • Apply a full range of Information Assurance IA, SA, FMS, Section 1206/1203, Special Defense Acquisition Fund (SDAF), and Building Partner Capacity (BPC) acquisition program management concepts, philosophies, policies, procedures, guidance, and practices to perform a wide range of acquisition and logistics management activities in support of the existing and future Directorate FMS programs.
  • Support the acquisition program management of full life cycle TPA requirements, including the procurement and support of systems/subsystems, material, equipment, resources, and services.
  • Assist in the review of documentation, correspondence, reports, and data submitted by other contractors, USG stakeholders and support agencies, International partners, and other agencies for Government review and release, development, coordinate, and implement, as appropriate, a Government response(s) with the relevant directorate or division Security Assistance Program Manager (SAPM), management authority, or action agency.
  • Assist in the identification, assessment, coordination, and documentation of functional data and resource requirements (financial, management, procurement, engineering, technical data, training, provisioning, and logistics) and the consolidation of such requirements into requisite programmatic plans, concepts, report, deliverables, and documents. The Contractor shall assist in development, coordination, execution, and documentation of relevant plans, program milestones, and support various IPT activities to include, but not limited to meeting attendance; the preparation of agendas, briefing materials and reports, minutes, and actions.
  • Provide assistance in cost, schedule, and performance risk assessment/management, acquisition program/project management, and TPA logistics and training support. The Contractor shall assist in the collection of programmatic inputs from weapons systems program offices for defining, developing, and managing the acquisition and development/upgrades to the various directorate aircraft configurations.
  • Assist the Government at various meetings such as program reviews, design reviews, financial and production readiness reviews, Technical Interchange Meetings (TIMs), management reviews, logistics and supportability assessment reviews, weapon system reviews, provisioning and sustainment guidance conferences at both Continental United States (CONUS) and OCONUS locations.
  • Assist with the development, coordination, review, and distribution of meeting minutes and action items, plans, data, briefings, program documentation, reports, and other documents and correspondence prepared by or submitted to the Government for release to USG International partners or allies.
  • Assist in the identification, assessment, coordination, and documentation of functional data and resource requirements (financial, management, procurement, engineering, technical data, training, provisioning, and logistics) and the consolidation of such requirements into requisite programmatic plans, concepts, report, deliverables, and documents.

  • Perform material solution analyses leading up to design reviews.
  • Assist with development of documents including but not limited to, Memorandum of Agreement (MOA) and Memorandums of Understanding (MOU) documents, Statements of Objectives (SOO), PWS, Statements of Work (SOW), LORs, Letter of Acceptance (LOAs), LOAD, and MRPs IAW the Foreign Assistance Act, the Arms Export Control Act, the International Traffic-in-Arms Regulation (ITAR), the SA Management Manual (SAMM), AFMAN 16-101, International Affairs and SA Management , and other relevant legislation, policies, directives, guidance, procedures, and practices.
  • Assist in translating user requirements documents (e.g. LOR) to provide pricing, availability data, and LOA documentation for the directorate.
  • Assist with the review of proposals, specifications, plans, data deliverables, and other programmatic/ technical documentation as assigned by the customer.
  • Assist with strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the IMS to develop and coordinate a reporting framework for event-based activities during the work efforts.
  • Shall develop, analyze, and maintain a master integrated program schedule from concept exploration to fielding a system.
  • Shall employ networking software tools and capabilities to support lower tier schedule networking, network statusing, generation of network graphics, assignment of realistic durations, and relationships to network elements.
  • Provide assistance in the evaluation of OEM-proposed schedules against Government schedules.
  • Shall assess Government program office schedules against schedule databases. The Contractor shall conduct probabilistic and deterministic risk assessments on both OEM and Government schedules by performing a Schedule Risk Assessment (SRA) using Monte Carlo simulation based software; utilize various types of scheduling software; and integrate OEM and Government schedule data with the directorate schedule databases.
  • Shall support the development of contract strategies, work breakdown structures, and the completion of a program risk assessment to document issues impinging on milestone execution.
  • Shall provide assistance in developing market survey requirements, the development of lifecycle sustainment plan, and lifecycle cost estimates.
  • Perform analyses to assist with program strategy decisions and courses of action.
  • Provide a program assessment for integration of documentation to ensure consistency with program strategy and across all milestone documentation.
  • Provide input to milestone documentation. Assist with drafting milestone documentation, provide inputs, draft, coordinate with the appropriate directorate divisions and other Government agencies regarding milestone documentation, adjudicate milestone documentation comments, and produce final versions of coordinated milestone documents and assessments.
  • Assist in the development and collection of technical data and inputs for staff summary packages to assist coordination and signature of all associated documents for milestone approval.
  • Provide assistance in key acquisition events and reviews, such as: Scheduled Status Reports (SSRs), PDR, CDR, TRR, TCM, FCA, PCA, PRR and others, as applicable.
  • Provide assistance in the review of capability requirements and option sets to ensure the necessary interoperability and appropriate linkages to other capabilities.
  • Communicate with multiple programs and enterprises using different platforms throughout multiple program phases on option sets.
  • Assist in the integration of intelligence information and infrastructure to ensure cross-enterprise capabilities planning and system acquisition.
  • Assist the SAPMs and Defense Security Assistance Management System (DSAMS) and Security Assistance Manpower Requirements System (SAMRS) technical support personnel in all phases of the planning, development, coordination, and implementation of FMS, pseudo-FMS, Section 1206, and SDAF cases.
  • Assist with LOA development, implementation, and execution.
  • Assist with LOAD preparation, coordination, validation, and data entry in DSAMS. The Contractor shall assist with MRP preparation, coordination, validation, and data entry in SAMRS. The Contractor shall assist the USG with LOA and MRP amendment and modification, including DSAMS and SAMRS data entry.
  • Assist with acquisition strategy planning; preparation and coordination of Pricing and Availability (P&A) data; Request for Information (RFI) responses; feasibility and trade studies; Program Contracting Officer Letters (PCOLs), Comprehensive Performance Management (CPMs), and IMSs; risk assessments/ reports; Life Cycle Management Plans (LCMPs); Program Protection Plans (PPPs); and other relevant FMS-peculiar plans, documentation, reports, studies, data products, and correspondence.
  • Utilize the application of acquisition management initiatives to assist with commercial acquisitions (e.g. Commercial Off-The-Shelf [COTS] and FAA certified items), commercial practices (e.g. Performance Based Logistics [PBL] and contracting), incremental and hybrid-acquisition, and country-peculiar CONOPS.
  • Assist in executing both the directorate-wide self-assessment program and other relevant internal/external FMS case assessment and reporting programs.
  • Assist with capturing the data from a multi-faceted team using appropriate software tools to create and maintain data required for responsive and effective FMS case management and execution. The Contractor shall communicate information to relevant directorate senior staff and program offices, internal/external command and functional support agencies, and key stakeholders as required to ensure compliance with applicable FMS policies, directives, procedures, and guidance. The Contractor shall assist in establishing and maintaining FMS-peculiar Operating Instructions (OIs,), guides, and process models, including the development and maintenance of self-inspection/assessment processes, procedures and checklists. The Contractor shall assist in developing and maintaining relevant action items, risk management, and critical path model data bases, tracking and reporting systems.
  • Assist in successfully preparing for and executing scheduled and no-notice Unit Compliance Inspections (UCIs) and Operational Readiness Inspections (ORIs). The Contractor shall assist with creating, capturing, and/or maintaining identified deficiencies ensuring those deficiencies are tracked and reported to the USG. The Contractor shall assist with ensuring applicable compliance checklists, data sheets, and other pertinent information is monitored, maintained, and reported to ensure a continuous culture of compliance within the division and directorate.
  • The Contractor shall be proficient in the use of FMS-specific software and Management Information System (MIS) applications, to include but not limited to Air Force Security Assistance and Cooperation Directorate (AFLCMC/WF)-On Line and DSAMS/SAMRS applications, to produce databases, spreadsheets, graphics, and other specialized products to facilitate the use of standardized automated forms, materials procurement, maintenance and disposition reports, and other periodic or ad hoc reports. The Contractor shall assist with evaluating FMS customer program requirements via the LOR and developing case line structures within DSAMS.
  • Assist in establishing and maintaining FMS-peculiar OIs, guides, and process models, including the development and maintenance of self-inspection/assessment processes, procedures and checklists. The Contractor shall assist in developing and maintaining relevant action items, risk management, and critical path model databases, and tracking and reporting systems.

Requirements
Minimum Qualifications:
  • Advanced Degree (Master of Arts (MA) / Master of Science (MS)) and twelve (12) years of experience in the respective technical / professional discipline being performed, five (5) years of which must be in the DoD
  • OR, BA/BS degree, and fifteen (15) years of experience in the respective technical/professional discipline being performed, five (5) of which must be in the DoD
  • OR, twenty (20) years of directly related experience with proper certifications as described in the Functionally Aligned Job Descriptions, eight (8) of which must be in the DoD.
  • U.S. Citizenship required; Ability to obtain and maintain a Top Secret/SCI DOD Secret Security Clearance
  • Hybrid - Onsite requirement as per client
