Job description

General Definition of Work Performs work assuring that RRHA Family Self-Sufficiency (FSS) program participants are linked to various supportive services needed to achieve self-sufficiency, helping each FSS participant set, pursue, and accomplish personal and family self-sufficiency goals, including obtaining and/or advancing in employment, education pursuits, job training, and other goals that will allow residents to become independent of public assistance, and other work as apparent or assigned. This position is grant-funded by the U.S. Department of Housing and Urban Development. This position reports to the Director of Community Support Services

Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily, with or without a reasonable accommodation. The requirements listed below are representative of the knowledge, skill, and/or ability required. Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions of the position and, if necessary, the employee must engage in an interactive process with RRHA HR to determine what accommodations may be possible. Ensures that the services included in the participants’ contracts of participation are provided on a regular, ongoing and satisfactory basis; that participants are fulfilling their responsibilities under the contracts; and that FSS escrow accounts are established and properly maintained for eligible families. Monitors and ensures compliance of participants with rules and regulations of FSS program, takes remedial action when participants do not participate and/ or comply in appropriate circumstances, and recommends termination of contract to Resident Services Manager. Coordinates supportive services for program participants in areas such as educational /vocational opportunities, employment services, personal, health, child care, transportation, and economic development needs in order to lessen and/or remove barriers to self-sufficiency. Submits an annual performance report consisting of the updated logic model and answers to the logic model program management and evaluations questions to the Resident Services Manager for submission to the local HUD field office no later than 30 days after the ending date of the one year funding increment. Prepares scheduled monthly activity reports to the Board of Commissioners in compliance with Section 872. Markets and promotes the FSS program aggressively and thoroughly to residents of public housing or Housing Choice Voucher Program tenants; plans and implements outreach and orientation sessions; conducts interviews with participants to determine the nature and extent of their needs; develops a contract of participation with each head of household; and guides participants in developing appropriate and achievable self-sufficiency goals. Monitors progress toward logic model outcomes and ensures that outcomes are met or exceeded prior to the end of the grant period.

Counsels clients and prepares an individual training and service plan for the head of household and any participating family member and acts as a caseworker for participants, as needed. Performs job development functions for the FSS program, including maintaining relations with various employers, employment agencies, and apprenticeship programs in an effort to provide clients with job opportunities. Monitors the progress of participants and evaluates the overall success of the program; maintains professionally written, appropriately documented, and well-organized client files; and reports enrollment activities, progress, and exit activities through required annual submissions of the form HUD-50058. Prepares yearly escrow reports for participants and releases participant escrow accounts upon completion of participant’s individual program.

Minimum Qualifications Bachelor's Degree in Communication, Business, Human Services, or related field and moderate years of experience in Human Services, Communication, Business, Education or similar field, or a combination of equivalent education and experience.

Preferred Qualifications Master’s degree in Communication, Business, Human Services, or related field and considerable years of experience in Human Services, Communication, Business, Education or similar field, or a combination of equivalent education and experience. Special Qualifications Obtains certification in career guidance/placement and/or employment services. Obtains Family Self- Sufficiency Specialist certification through Nan McKay and Associates, Inc. Valid driver’s license in the Commonwealth of Virginia
