Facility Security Officer (FSO)

Overview

Theย Facility Security Officer (FSO) will be responsible for the overall management of SimTech security, to include the administration, coordination and evaluation of the Industrial, Physical, and Personnel Security programs of a possessing facility, to ensure Defense Counterintelligence and Security Agency (DCSA) requirements are met or exceeded, as outlined in the National Industrial Security Program Operating Manual (NISPOM).

Responsibilities

Develop and implement SimTech Security Plans, Procedures and Policies.

Facilitate employee onboarding / off-boarding, initial clearance investigation submittals as well as reinvestigation requests via DISS.

Maintain security files on company personnel.

Review and submit employees for all required credentials, including customer badges and CACs.

Responsible for the company's security training program to include developing and conducting annual security training, track employee security training and complete compliance reporting.

Manage corporate badging and alarm system, respond to alarms and other emergencies, to include issues outside of normal business hours.

Conduct security and safety walk throughs, and security briefings as required.

Manage Secure Areas, classified document control, visitor control, changing safe and door combinations, and monthly floor and ceiling checks.

Maintains interactive relationship with DCSA representatives, prime and subcontractor FSOs.

Conduct annual self-inspections to ensure program compliance, coordinate with company leadership and DCSA on any reportable findings.

Maintain NISS, DISS, ACCS and SWFT accounts, utilize each in their respective functions in support of SimTech.

Maintain DD 254 for classified contracts, prepare and issue DD 254 to subcontractors.

Provide regular updates to SimTech Directors on status of security management, security violations, badges, clearances, visit requests, etc.

Perform other duties assigned in support of this effort.

Minimum Qualifications & Education Requirements and Desired Skillsets

Bachelor's or Master's degree in related field from an accredited institution in addition to relevant experience is preferred.

A combination of relevant education and/or experience may be substituted for minimum education requirements. Additional substitutions may apply.

A minimum of three to five years of demonstrated experience supporting a Government Contractor in an AFSO or FSO role is required.

Completed FSO Program Management for Possessing Facilities and Insider Threat Training.

Demonstrated ability to communicate effectively with all levels of internal staff and external clients, with strong interpersonal, problem solving and organizational skills.

Must have the ability to work in a team-based environment, be proficient with Microsoft Office and have excellent general computer knowledge and skills.

Experience with Government Contracting requirements as related to Security and the ability to work independently and contend with frequently changing priorities and deadlines.

Ability to work without daily guidance and supervision and with a sense of urgency.

Excellent written and verbal communication skills with strong attention to detail.

Demonstrated self-starter with the ability to work independently and as part of a cohesive team.

Flexible and able to work in both office and corporate environments.

U.S. Citizenship with Active Secret Security clearance and ability to maintain the designated security clearance level is required.

Physical Description

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, copiers, filing cabinets, software, hardware and other standard office equipment and furnishings. Frequent interaction and communication with co-workers, customers, managers, etc. is required. General office environment mobility is required. Common courtesies and professional behavior at all times is required. Appropriate dress and appearance for assigned area will be communicated by direct supervisor/manager.

The performance of this position may occasionally require exposure to other environments such as labs and testing areas, which may require the use of personal protective equipment such as safety glasses, mandatory hearing protection and other safety devices required for a particular area.
