As of 10/01/2021, the MAPA career ladder has changed and is no longer a GS-7/9/11/12/13. UNIT DESCRIPTION
The mission of the Travel Unit (formerly the Travel and Transfer Payment Unit) is to administer all aspects of the FBI's travel program, to include travel policy making, travel payments, and travel card management. TU strives to provide a high level of support to all Bureau travelers and travel card holders, and works hard to provide prompt, friendly, and accurate answers to employee inquiries.
KEY REQUIREMENTS

PHYSICAL DEMANDS
The work is primarily sedentary, although some slight physical effort may be required.
WORK ENVIRONMENT
The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Occasional travel may be required.
MAJOR DUTIES
  • Performs advanced management and program analysis for agency travel operations, advising leadership and staff on travel policy, regulatory requirements, financial processes, and operational issues to ensure compliance and mission effectiveness.
  • Leads comprehensive studies and evaluations of travel program operations including policy compliance, internal controls, process improvement, performance metrics, records management, and strategic planning to enhance efficiency and support organizational goals.
  • Develops and maintains travel program documentation, Standard Operating Procedures, desk guides, training materials, and operational guidance to ensure consistent policy application, improved customer service, and effective program administration.
  • Analyzes travel system performance, financial data, utilization trends, and customer feedback; prepares reports and recommendations for leadership; and supports audits, compliance reviews, and strategic decision making to strengthen internal controls and optimize resources.
  • Manages the Extended TDY program by assessing travel requirements, coordinating long term assignments, monitoring program expenditures and utilization, ensuring policy and regulatory compliance, identifying process improvements, and preparing reports to support leadership decision making.
  • Plans, coordinates, and manages recruitment initiatives by forecasting staffing needs, developing recruitment strategies, collaborating with Human Resources throughout the hiring lifecycle, serving on interview panels, onboarding new personnel, and analyzing workforce data to improve recruitment, retention, and succession planning.
  • Supports the review, analysis, and recommendation process for premium class travel and 0-20 mile travel by backing up the primary reviewer, validating documentation, assessing policy compliance, and preparing summary recommendations to ensure timely and accurate determinations.

Specialized Experience (SE)
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience establishing and implementing performance measures, analytical criteria, and process improvement initiatives to evaluate travel program effectiveness and support organizational goals and objectives.
  • Experience evaluating travel program operations, policies, and business processes through research, data analysis, stakeholder engagement, and operational reviews to identify gaps, assess program impacts, and recommend improvements.
  • Experience managing travel operations and systems by collaborating with leadership, program offices, financial staff, and external stakeholders to ensure regulatory compliance, continuity of operations, and alignment with organizational priorities.
  • Experience preparing analytical reports, executive briefings, and program recommendations; and provide guidance, training, and customer support to travelers, approving officials, and stakeholders on travel policies, systems, and procedures.
