JOB DESCRIPTION

WHITE FLEET COORDINATOR
Department: School Plants
Pay Grade: U118
FLSA Status: Exempt
GENERAL PURPOSE
The White Fleet Coordinator is responsible for the overall management of Chesapeake Public Schools' vehicle fleet, excluding buses, and associated personnel. This includes overseeing the entire vehicle lifecycle, from acquisition and maintenance to disposal, while ensuring all operations are conducted in a safe, compliant, and cost-effective manner.
ESSENTIAL FUNCTIONS
  • Ensures all vehicles are being maintained by the assigned driver in accordance with the Standard Operating Procedures (SOPs) that are in place.
  • Conducts random spot checks on White Fleet vehicles to ensure the vehicles are being maintained to the standards outlined in the SOP.
  • Responsible for following the strategic plan for the white fleet vehicles, including making recommendations to the School Plant Operations Director on the purchase or disposal of fleet vehicles. This includes submitting an annual budget request to the Director.
  • Manage vendor relationships and evaluate service provider performance for cost, quality, and timeliness.
  • Manage vehicle repairs and coordinate with external service providers. This includes setting up the appointments, delivery, and pickup.
  • Submits quotes, reviews, and approves invoices for vehicle-related expenses (i.e. purchases, repairs, tolls, etc.)
  • Maintain accurate and up-to-date records for all vehicles, including registration, annual inspections, insurance documents, and any additional costs associated with each vehicle.
  • Manage the training of drivers to include conducting proper inspections, record keeping, and safe driving procedures with new drivers.
  • Implement and enforce Chesapeake Public Schools' safety policies and procedures.
  • Maintains and manages the white fleet tracking software, including adding new vehicles, running reports, and monitoring the locations of the fleet vehicles.
  • Utilize telematics systems to monitor driver behavior, vehicle utilization, and operational efficiency, and implement corrective actions based on data trends.
  • Document and communicate corrective actions to individual drivers based on negative behavior trends.
  • Oversee accident and incident management, including reporting, investigation, and cooperating with appropriate departments.
  • Ensure all drivers have valid licenses and are in compliance with all relevant regulations, including CDL requirements.
  • Generate and present regular reports to senior management on fleet performance, costs, and key initiatives.
  • Analyze and report on fleet performance metrics, including cost per mile, vehicle utilization, downtime, and lifecycle costs.
  • Develop recommendations based on data to improve efficiency and reduce travel time, mileage, and general expenses.
  • Maintains and manages the Smart Facility Access software and all associated equipment related to ingress and egress to School Plants/Transportation site.

MINIMUM QUALIFICATIONS
  • High school diploma or equivalent; Experience in vehicle maintenance or fleet management preferred.
  • Computer proficiency is required, including Google Workspace, Word, and Excel.
  • Experience with Fleet GPS tracking and management systems is preferred.
  • Excellent communication, leadership, and interpersonal skills to manage a team of drivers effectively.
  • Exceptional organizational skills and attention to detail.
  • Possession of an appropriate driver's license valid in the Commonwealth of Virginia.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Thorough knowledge of Fleet Management and Vehicle Maintenance
  • Thorough knowledge of industry regulations, safety standards, and new technologies.
  • Ability to develop and manage the fleet's budget, tracking expenses involving maintenance, supplies, and new acquisitions.
  • Thorough knowledge of all pertinent Local, State, and Federal Regulations.
  • Ability to effectively communicate, establish, and maintain working relationships with vendors, school personnel, and associates.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS
  • The work environment is both inside and outside; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions.
  • This is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects, and some medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
  • Work requires climbing, stooping, kneeling, crouching, crawling, reaching, standing, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, preparing or analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
