Job description

The Program Manager serves as the single point of contact (POC) to the Government Contracting Officer's Representative (COR) and senior leadership, responsible for overall performance, execution, and delivery of all task order requirements. 
This role provides strategic leadership, operational oversight, and governance across all functional areas, ensuring delivery of integrated, high-quality, secure, and compliant enterprise IT services aligned with CISA's mission. 


Key Responsibilities:
Program Leadership & Oversight
   Serve as the primary interface to the COR and Government stakeholders
   Oversee execution of all task areas, including engineering, operations, and program management
   Ensure alignment of contractor activities with Government priorities and mission objectives 
Program Management Execution
   Manage day-to-day contract performance and task order administration
   Provide oversight of all activities across functional areas and deliverables
   Coordinate contractor team activities and ensure integrated service delivery 
Performance Management & Reporting
   Track and report program performance, progress, and execution status
   Prepare and submit Weekly Status Reports (WSRs) and other program reports
   Conduct and support Monthly Program Management Reviews (PMRs) 
Risk & Quality Management
   Identify, assess, and mitigate program and project risks
   Implement and enforce quality control processes across all deliverables
   Ensure continuous improvement of program procedures and documentation 
Project Coordination & Delivery
   Coordinate project execution with Government project managers and leads
   Support project planning, scheduling, and resource allocation
   Monitor project performance against established plans and objectives
Staffing & Resource Management
   Manage staffing levels and ensure adequate resource allocation
   Oversee subcontractor management and team performance
   Ensure continuity of support and qualified personnel fulfillment 
Financial & Administrative Management
   Support invoicing and financial tracking activities
   Ensure compliance with contract requirements and reporting standards
   Manage contract performance in accordance with task order requirements 

Required Qualifications:
Education
   Bachelor's degree in Management, Computer Science, Information Systems, or related field
   Additional experience may substitute for formal education (per Government approval) 
Experience
   Minimum five (5) years of experience in IT program management
   Demonstrated experience managing complex federal IT programs
   Experience coordinating multi-functional technical teams
Certifications
   Project Management Professional (PMP) (required)
   ITIL v3 Foundation certification (required) 
Desired Qualifications
   Experience supporting DHS and/or CISA environments
   Familiarity with federal IT governance frameworks (e.g., SELC, NIST, ITIL)
   Experience with Agile and Scrum methodologies
