The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology.
SPA has a future need for Business Financial Manager.
Responsibilities
The candidate will support a PEO (SUB) Program Office as a business financial manager. The candidate will support government Program or Project Managers in the development, execution, and reporting of budget and financial data. The candidate will:
  • Provide Undersea Weapon System program and project management support and financial management expertise to NAVSEA affiliated PEOs for selected appropriated programs.
  • Assist in planning, programming, budgeting, and execution (PPBE) for undersea warfare systems. This includes assisting in developing fiscal estimates, exhibits, documents, briefs and schedules to satisfy the PPBE process.
  • Prepare, manage and track budgets, spend plans, funding obligation and execution, and other financial programmatic needs. Coordinate with stakeholders to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status. Execute Earned Value Management System.
  • Provide financial management support to contracts for contract performance reports, estimate at completion, change orders/contract mods, statutory requirements, CDRLs, etc.
  • Develop cost analyses and reports for leadership in response to internal or external inquiries.

Qualifications
Required Qualifications:
  • 7 yrs experience with Navy acquisition / In-Service Programs
  • 5 yrs experience working with Navy Finance and Contracting and the Navy PPBE Process. To include:
    • Planning, programming, budgeting, and execution (PPBE) for naval warfare systems. This includes assisting in developing fiscal estimates, exhibits, documents, briefs and schedules to satisfy the PPBE process
    • Preparing, managing and tracking budgets, spend plans, funding obligation and execution, procurement requests and other financial programmatic needs. Coordinate with stakeholders to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status. Execute Earned Value Management System
  • Must be capable of leading a project and interfacing with an end item customer
  • Active DoD Secret clearance and the ability to maintain it throughout employment

Desired Qualifications:
  • BS/BA Degree
  • Team Sub Financial Management, PPBE, Procurement Request experience highly desired
  • NAVSEA or affiliated PEO experience
  • Relevant experience on Navy Sonar, Combat System, Training System, Electronic Warfare or Imaging System, or other Undersea Warfare programs
