Description
The Red Gate Group is seeking an experienced Financial Systems Analyst to support the National Geospatial-Intelligence Agency (NGA). This role supports the Financial Management Directorate and the FM Business Solutions Office (FMZ) by designing, implementing, and sustaining enterprise financial system solutions that improve how financial data is processed, analyzed, managed, and reported across NGA.
As a key member of the FMZ team, you will serve at the intersection of finance, technology, and mission operations-translating complex financial and operational requirements into reliable, auditable, and scalable system solutions that directly support NGA's mission execution and compliance objectives.
Key Responsibilities
Financial Systems & Business Operations
  • Support financial management operations across NGA, including monitoring and coordinating program resource allocations.
  • Provide analytical and technical support to government representatives during meetings, reviews, and working groups.
  • Support ongoing operations and future enhancements of the Geospatial Intelligence Financials (GEO-F) system.
  • Troubleshoot and resolve system issues related to GEO-F functionality, including accounting anomalies and SF-133 reporting issues.
  • Translate operational and business requirements into technical specifications and system implementations.

Systems Engineering & Lifecycle Support
  • Develop, maintain, and support system and program schedules for financial system initiatives.
  • Develop business cases, analyze alternatives, and derive system enhancements to meet evolving mission needs.
  • Define and document technical requirements and specifications for system enhancements, upgrades, and testing efforts.
  • Develop and maintain system documentation, reference architectures, implementation plans, and concept of operations (CONOPS).
  • Coordinate and participate in system engineering reviews, technical exchange meetings, and milestone events, including requirements reviews, design reviews, and program management reviews.

Testing, Audit & Compliance
  • Develop and execute independent verification and validation (IV&V) testing processes to ensure financial data accuracy prior to system deployment.
  • Participate in user acceptance testing, test strategy development, test execution, and documentation of results.
  • Support financial audit remediation activities, including assessing audit findings and implementing corrective action plans in support of FI SCAM.
  • Coordinate with security organizations to support certification and accreditation (C&A) activities, including security reviews and documentation.

Process Improvement & Data Integrity
  • Develop and validate "as-is" and "to-be" business processes.
  • Conduct process gap analyses and support business transformation initiatives.
  • Develop, interpret, and revise accounting and finance system policies, procedures, and designs to improve data integrity and financial reporting accuracy.
  • Provide detailed analysis of system release notes and coordinate with system owners to ensure all subsystems remain aligned with user requirements.

Qualifications
Required Skills and Experience
  • Active TS/SCI (CI Poly Preferred)
  • Bachelor's degree or higher in Business, Finance, Accounting, Management, Computer Science, Economics, or a related field.
  • 12 years of total experience assessing federal financial business processes, developing financial system solutions, and implementing enterprise financial systems, including demonstrated experience across programming, planning, budgeting, execution, and accounting.

In addition to the above, 8 years of specialized experience including:
  • At least 2 years supporting Momentum-based financial systems, including system upgrades, enhancements, or full implementations.
  • At least 2 years assessing audit findings and developing or executing corrective action plans in support of FI SCAM.
  • At least 2 years writing and executing advanced VBA and SQL scripts for system testing and data execution.
  • At least 2 years designing, executing, and testing Momentum-related reports or supporting the 1099 process within Momentum, including familiarity with IRS 1099 requirements.

Desired Qualifications
  • Certified Information Systems Auditor (CISA)
  • Certified Government Financial Manager (CGFM)
  • Project Management Professional (PMP) certification with at least 5 years of program management experience
  • Experience performing system administration functions related to Momentum Financials
  • Experience managing multiple projects simultaneously in a complex enterprise environment
  • Experience with Momentum Acquisition or other Momentum modules
  • Experience implementing interfaces between Momentum Financials and other Momentum modules
  • Experience developing life-cycle cost estimates using parametric, analogous, or engineering judgment methodologies
  • Experience with TM-I and COGNOS reporting tools
