Job description

As Financial Manager for Veterinary Services (VS), you will supervise budget professionals in the Financial Management Section of the Money Management Division. You will be responsible for the formulation, direction, oversight, and execution of the VS budget portfolio and serve as the financial expert.Qualifications:Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Providing direct oversight of a federal agency program budget and control of funds that includes multiple funding sources from annual appropriations, no year appropriations, emergency, supplemental, user fee revenue, and other reimbursable funds.
  • Directing activities associated with financial management for a federal agency program budget, to include justification, formulation, and execution activities; allocation and reallocation of funds to meet changing priorities; status of funds reporting; and year-end closeout management.
  • Conducting complex and detailed analysis to resolve financial issues and/or make recommendations that have a major impact on the agency/organization.
  • Preparing, presenting, and explaining budget data analysis to senior leaders and decision makers.
  • Supervising subordinate financial management professionals by setting goals and priorities, assigning and managing projects and outcomes, and providing mentoring, technical assistance, and training.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
