Job description

Join our team and discover why we are a top veteran employer and Certified Great Place to Work™ ASRC Federal is looking for a Business Analyst to support the Department of the Navy Financial Improvement Audit Readiness (FIAR) Office Property Division.

They will also provide some support to other FIAR Office divisions including Contract Vendor Pay, Transportation of People, Transportation of Things, Milstrips, Fund Balance With Treasury, Financial Compilation and Reporting and Reimbursable Work Orders. The Financial/Property Analysts will be responsible for the following: * Performing an assessment of Operating Material and Supplies and General Equipment property management in accordance with Generally Accepted Accounting Principles (GAAP), Office of the Under Secretary of Defense (Comptroller) [OUSD(C)] FIAR Guidance, FIAR Directorate Methodology, and current applicable Operating Material and Supplies and General Equipment related regulations. * Conducting reviews and assessing the management of the existence, completeness and valuation of Operating Material and Supplies and General Equipment at the various US Navy field sites.

* Providing recommendations for improving General Equipment and Operating Material and Supplies financial and physical accountability and management. * Ensuring Operating Material and Supplies and General Equipment are properly recorded in the Accountable Property System of Record. * Assisting in the maintenance of a project plan and ensure weekly milestones are being met in relation to Operating material and Supplies and General Equipment.

* Assisting in compliance efforts related to FIAR including inventory completeness and existence validations, identification of risks, performing internal control testing, documentation of validation results, and identifying recommendations to resolve FIAR deficiencies. * Conducting inventory validations (floor to book and book to floor). Validation shall include categorizing material type, determining physical inventories on hand, researching discrepancies in inventory records, determining material ownership, correcting inventory records, asset valuation (baseline through maintenance), general ledger to asset universe reconciliation, etc.

* Providing a weekly status report of activities. * Limited travel for audit-related inspections. The Business Analyst, Property Division, will also be working collaboratively with government and contractor personnel, participating in meetings, working groups, and more.

Requirements * Working knowledge of Plant Property & Equipment / Asset Management policies and regulations including Financial Management Regulation (FMR), Federal Acquisition Regulations (FAR), and Office of Management and Budget (OMB) Circular A-123 * Experience with Department of Defense (DoD)/Department of War (DOW), or US Navy financial management policies and procedures. * Experience with US Navy policies, systems, and procedures for acquisition, inventory, property and material management preferred. * Knowledge of budgetary policies, precedents, procedures, and regulations.

* Ability to gather, analyze, and organize large amounts of data. * Ability to develop and present analyses using Microsoft Excel, Word, and PowerPoint. Proficient and above MS Excel experience preferred.

* Knowledge of financial statements, focusing on federal accounting and audit. * Understanding of the various Financial Improvement Segments, Defense Property Accountability Systems (DPAS), and Navy Enterprise Resource Planning (ERP) preferred. * Excellent communications skills, both speaking and written.

* Familiarity with a variety of financial analysis concepts, practices, and procedures. Education/Experience * Bachelor's degree in a related area * 5+ years of experience with financial analysis, accounting or auditing * Experience supporting the property accountability and accounting requirements for Property, Plant, & Equipment (PP&E) preferred Clearance Requirements Employee shall possess a SECRET (S) clearance.
