Job description
The Manager, State Government Affairs will work with the Director, Legislation and Political Action on legislative and regulatory issues through tracking state legislation and regulation, understand and manage the advocacy issues, leading lobbying efforts on select legislative issues, contribute to developing CAP policy positions and policies, manage lobbying contracts and state compliance, work with the CAP State Pathology Society Relations Program, develop stories for Advocacy Communications, co-manage state grassroots advocacy, identify and develop content for the Pathology Leadership Summit, Annual Meeting, Federal State Affairs Committee (FSAC), and Council on Government and Professional Affairs (CGPA) as applicable.
Specific DutiesPrimary duties and responsibilities of the Manager, State Government Affairs:
- Under the Director of Legislation and Political Action, manage daily operational conduct of the CAP’s state affairs advocacy program and advocacy execution,
- Serve as a subject matter expert (SME) on select public policy issues, trends, research, and CAP’s state advocacy program and actively participate as an SME in CAP public policy development,
- Manage and conduct state legislative and issue research, state law research, and state legislative tracking,
- Manage relationships, as assigned, with designated state stakeholders, including state pathology societies, CAP’s state pathology society workgroup, relevant CAP committees, state medical societies, and other external stakeholders to support CAP’s state advocacy program,
- Manage and be responsible for maintaining lobbying contracts, coordination of payment and CAP corporate compliance with lobbying laws and identification and payment of CAP state political contributions,
- Prepare correspondence, issues communications, and memorandum in support of state affairs program,
- Provide systematic ongoing sharing of public policy information with state pathology societies.
- Manage cross-functional efforts to communicate health policy news to members and participate in CAP-wide activities related to CAP’s state advocacy program,
- Ensure the Director, State Relations and Senior Director of Political Action are kept informed about ongoing state advocacy activities,
- Coordinate with the CAP State Pathology Society (SPS) Relations Program to ensure a strategic alliance on SPS initiatives approved by the Board of Governors,
- In coordination with Grassroots Program Manager on State Affairs, provide strategic direction for the development of grassroots operations, including membership mobilization for state and federal advocacy Positions, managing action alerts, and operational coordination with outside organizations to mobilize support for CAP state advocacy positions,
- Manage under the direction of the Director, Legislation and Political Action legislative and regulatory issues of importance to pathologists in the states, including assisting in the conducting of advocacy with external entities as requested,
- Advise the Director and Senior Director, Legislation and Political Action on policy and tactical matters related to the conduct of state advocacy
- Identify and present key issues that impact CAP’s advocacy agenda internally and to Federal State Affairs Committee and Council on Government and Professional Affairs,
- In collaboration with the Director, formulate advocacy positions and policy development in state affairs advocacy,
- Advise the Policy Roundtable and membership on state legislative and regulatory matters as requested,
- Provide direction and information to state contract lobbyists as requested by the Senior Director and Director of Legislation and Political Action,
- Lead and contribute to CAP’s health equity advocacy at the federal and state levels, on behalf of the CAP’s advocacy workgroup.
- Assist Senior Director with management of the FSAC,
- Assist with the execution of FSAC responsibilities at the Pathology Leadership Summit and Annual Meeting,
- Other duties as assigned by the Director and Senior Director, Legislation and Political Affairs.
Personal:

Education:
- Bachelor's degree or equivalent
Experience:
- Four years experience in a state government relations or state legislative work or equlivalent work experience.
- More than 2 years experience in operational management of a government relations program or experience in health care issue advocacy.
- Candidates must reside within 75-miles of the Washington, DC office and meet in office requirements.
