POSITION SUMMARY
The Director of Federal Programs provides district-level leadership and oversight for all federally funded programs in a high-poverty Title I district located on the San Carlos Apache Reservation. This position ensures compliance, effectiveness, and continuous improvement of federal programs while advancing culturally responsive, trauma-informed, and student-centered systems that support academic achievement for all students.
This role also provides district-level coordination and leadership for Career and Technical Education (CTE), AVID implementation, and district-wide assessment and testing systems, ensuring alignment with instructional priorities, equity goals, and community values.
The Director plays a critical role in building systems that promote Professional Learning Communities (PLCs), data-driven instruction, and culturally responsive school improvement practices across all schools.
JOB GOALS
- Ensure compliance and effective implementation of all federal and state grant programs, including Title I and related federal funding sources
- Strengthen student achievement through data-driven instruction, PLC systems, and trauma-informed practices
- Support equitable access to high-quality instruction, enrichment, and college/career readiness opportunities
- Integrate Apache culture, language, and community values into program planning and implementation
- Build districtwide systems of accountability, continuous improvement, and instructional coherenceÂ
QUALIFICATIONS
- Master's Degree in Education, Educational Leadership, Public Administration, or related field required
- Valid Arizona Administrative Certification or eligibility for certification required
- Minimum of five (5) years of experience in education, including leadership in federal programs, curriculum, assessment, or school administration
- Experience in Title I, high-poverty, rural, or Native American school settings strongly preferred
- Demonstrated experience with federal grant management and compliance reportingÂ

ESSENTIAL DUTIES & RESPONSIBILITIES
Federal Programs Leadership & Compliance
- Oversee administration and compliance of all federal education programs, including Title I, Title II, Title IV, and related grants
- Ensure compliance with federal, state, and district regulations, reporting requirements, and audit expectations
- Develop and monitor program budgets, expenditures, and allowable use of funds
- Prepare and submit required federal and state reportsÂ
Instructional Leadership & Student Achievement
- Lead district efforts to improve student achievement through equity-based and data-driven decision-making
- Design and support districtwide systems for Professional Learning Communities (PLCs) focused on student learning outcomes
- Promote and support trauma-informed instructional practices across all campuses
- Ensure alignment of federal programs with district curriculum, instruction, and assessment goalsÂ
CTE Leadership (Career & Technical Education)
- Provide oversight and coordination of Career and Technical Education (CTE) programs
- Support expansion of career pathways aligned with student interest and community workforce needs
- Ensure compliance with state CTE requirements and reporting standards
- Strengthen partnerships with local industry, community organizations, and postsecondary institutionsÂ
AVID District Coordination
- Serve as district-level coordinator for AVID implementation and fidelity monitoring
- Support AVID Site Teams, coaching, and professional development
- Ensure alignment of AVID strategies with college and career readiness goals
- Monitor program effectiveness using student achievement dataÂ
Assessment & Accountability (District Test Coordinator)
- Serve as District Test Coordinator overseeing all state and federal assessments
- Ensure secure administration of standardized testing in compliance with state requirements
- Provide training and support to school-based testing coordinators
- Analyze assessment data to inform instructional improvement and PLC workÂ
School Improvement, Culture & Climate
- Support schools in implementing positive school climate systems grounded in trauma-informed practices
- Promote culturally responsive frameworks that honor Apache identity, language, and traditions
- Support development of safe, inclusive, and high-expectation learning environments
- Assist schools in implementing targeted improvement plans for student successÂ
Professional Learning & Capacity Building
- Provide professional development for administrators and teachers in:
- PLC implementation
- Data analysis and instructional planning
- Trauma-informed practices
- Federal program compliance and alignment
- Build leadership capacity across the district to sustain continuous improvementÂ
Community & Tribal Engagement
- Collaborate with tribal leadership, families, and community partners to support student success
- Ensure federal programs reflect community values, cultural priorities, and local needs
- Maintain strong communication and trust with stakeholdersÂ
KNOWLEDGE, SKILLS & ABILITIES
- Deep understanding of Title I and federal education program requirements
- Experience with grant management, compliance monitoring, and reporting systems
- Knowledge of CTE programming and workforce development pathways
- Experience implementing or supporting AVID systems or college/career readiness frameworks
- Expertise in assessment coordination and data analysis
- Strong leadership in Professional Learning Communities (PLCs)
- Knowledge of trauma-informed practices and culturally responsive education
- Ability to work effectively in high-poverty, rural, and Native American communities
- Strong organizational, communication, and leadership skills
- Ability to manage multiple priorities across complex federal systemsÂ
TERMS OF EMPLOYMENT
Twelve (12) month administrative contract
SALARY
Placed on the Governing Board Approved Administrative Salary Schedule based on education and experience
EVALUATION
Performance will be evaluated annually in accordance with Governing Board policy
