Job Description

ProSidian seeks an Realty Technician Professional (Fed Grade Level: GS-9) to be located in Kansas City, MO and work as part of a team that deliver the variety of administrative and professional support classifications at various locations in the Heartland Region.  The Heartland Region consists of four states; Missouri, Iowa, Nebraska and Kansas.  The services to be provided by this contract shall be accomplished at various locations throughout the Heartland Region, with the majority of contract performance at Two Pershing Square 2300 Main Street Kansas City, Missouri, 64108.  The services to be provided by this contract shall be accomplished at various locations throughout the Heartland Region.  Performance under this contract may also include placement of ProSidians in GSA's Field Office locations, inclusive of, but not limited to Kansas City North Field Office 601 E. 12th Street Kansas City, Missouri, 64106. 

In order to have an effective program all team members must ensure a successful business relationship between The Fed. Govt. Client and ProSidian.  All parties involved in the service delivery process must work as a team and foster open and honest communication at all times.  Working side-by-side with other federal employees and contract workers, your role will be non-inherently governmental in nature.

The selected Realty Technician Professional (Fed Grade Level: GS-9) shall be paid a Base $/Hr. as a Contract W-2 Employee as well as an allocation of an additional state specific $/Hr. to cover health and welfare expenses under The U.S. Department of Labor McNamara-O'Hara Service Contract Act (SCA) Wage and Hour Determination (WHD).  This role will be structured based on the Wage Determination 2015-5105 Revision 5 Kansas City, MO.

In general, ProSidian employees are expected to work the hours of 8:00 a.m. - 4:30 p.m., which includes a 30-minute lunch. These hours may be flexible with coordination of the Government Client Point of Contact. Government Client's core hours are 9:00 a.m. -3:00 p.m., meaning during these hours employees fulfilling roles and responsibilities required of Realty Technician Professional (Fed Grade Level: GS-9) must be in attendance.

Close coordination and active cooperation on a continuous basis between The ProSidian Engagement Team and those representing the client are necessary to ensure healthy working environment.  Days of operation are Monday through Friday.  Work schedule shall follow standard State and Federal holiday schedules.  Some positions under this contract may be eligible for telework.  However, when the Realty Technician Professional (Fed Grade Level: GS-9) employee is teleworking, they shall be fully accessible as if they are working in an office setting.

Realty Technician Professional (Fed Grade Level: GS-9) - Kansas City, MO Duties

  • Employee serves as a Realty Technician in the Real Estate Acquisition Division and/or the Portfolio Division of the Heartland Region. The employee's primary function is to provide system support (GREX, REXUS, etc) for the Leasing and Space Management Specialists within geographical territories of the Heartland Region.  
  • Support includes; data entry input, project/program tracking, compilation and analysis, and status reporting, associated with the completion of various tasks directly related to the Federal Outleasing program, the GSA Leasing Support (GLS) program and overall general space delivery.
  • Employee may be required to complete the following tasks related to the successful space delivery for the Space Management and Leasing Specialist:
  1. Prepare, issue, and track CBR expiration letters;
  1. Prepare OAs (Occupancy Agreements) and follows up to ensure agreements are signed and returned from respective agencies;
  1. Disposes/shreds expired files, as needed;
  1. Maintains overall management of the division's electronic filing system; Scans project documentation;
  1. Schedules various meetings, including Project Management meetings;
  1. Prepares meeting minutes;
  1. Completes  transactions related to billing customer agencies and starting rents to lessors and/or client agencies.
  • In addition, employee may be required to complete additional tasks, as they relate, specifically to supporting the Space Management Specialist.
  • Duties are to include; maintenance of the branch electronic filing system, maintaining agency OA contact listing, providing PB48 reports, expiring rates and workload reports for Space Management Specialists.
  • Additionally, employee will be responsible for completing the following tasks, as they relate to the Outleasing Program: managing the Outlease files list, updating the Outleasing income and inventory reports, and creating & setting up all Outlease electronic files.
  • Additionally, employee may be required to complete additional tasks, as they relate, specifically to supporting the Leasing Specialist.
  • Responsibilities are to include: pre-certification of BA53 funding, preparing advertisements for lease actions; preparing for market surveys (including logistics for scheduling survey, i.e., setting up appointments, reserving car, gathering paperwork, etc.);
  • distributing RLP's ( Requests for Lease Proposal); documenting negotiations; sending requests for Final Proposal Revisions (FPRs);
  • sending OA and recommendation letters to agencies; obtaining building numbers; creating pre- award fact sheets; preparing project communiques; sending contracts and lease  amendments to Lessors; monitoring for return and execution; managing SAM (System for Award Management) efforts;
  • obtaining as-built drawings & periodic services schedules; and setting up and closing out projects in REXUS. Incumbent may also be required to complete the following tasks as they relate to successful management of the GSA Leasing Support (GLS) program: initiating & closing out GLS projects; maintaining and updating tracking spreadsheets; maintaining GLS schedules; maintaining GLS evaluations; participating with brokers in quarterly meetings to discuss performance; reconciles various reports with national office; and updates COR on relevant GLS information from national office.  Some travel within four state region may be required.

Requirements:

  • Employee should have knowledge of MS Office and experience such as Access Data Base, Visio and email, as well as practical understanding of business skills for setting up and conducting meetings, presentations and conferences.  Employee should be experienced in developing management reports, briefings, and status reports.

Skills:

  • Employee should have excellent written and verbal communication skills, have the ability to translate meeting discussions into meaningful reports and action items and an ability to quickly learn how to navigate and enter key information into complex online applications.
  • Employee should have meeting planning or coordination skill and some experience with new or enhanced process development and implementation. Additionally, employee should be able to work independently with minimal need for oversight or editing of work.
  • Experience and Education Required: At least two (2) years of equivalent experience in performing similar duties, preferably with a Government procurement agency or a Government procurement ProSidian.
  • Comparable Federal Grade Level: GS-9
