How much do federal construction jobs pay per year?

As of Aug 18, 2026, the average yearly pay for federal construction in the United States is $95,168.00, according to ZipRecruiter salary data. Most workers in this role earn between $71,000.00 and $115,500.00 per year, depending on experience, location, and employer.

What is federal construction?

A Federal Construction job involves working on projects funded and managed by the U.S. government, such as military bases, federal office buildings, infrastructure improvements, and other public facilities. These projects must comply with strict regulations, including federal labor laws, safety standards, and contracting requirements. Contractors and workers must often obtain security clearances and follow Davis-Bacon wage requirements. Federal construction jobs provide stable work opportunities and often involve long-term contracts with competitive benefits.

What are the key skills and qualifications needed to thrive in federal construction?

Excelling in Federal Construction requires strong project management abilities, a deep understanding of federal building codes and regulations, and typically a degree in construction management or civil engineering. Familiarity with contract administration tools, scheduling software like Primavera P6, and certifications such as OSHA 30 or PMP are highly valued. Strong leadership, adaptability, and clear communication are essential soft skills for coordinating diverse teams and interfacing with government stakeholders. These skills collectively ensure projects are completed efficiently, safely, and in full compliance with federal standards.

What are some unique challenges faced in federal construction projects compared to other construction roles?

Federal construction projects often require strict adherence to detailed government regulations, extensive documentation, and security protocols that exceed those found in private sector projects. These roles typically involve working closely with government agencies, which can mean additional oversight and compliance checks throughout each project phase. Team members may also encounter longer procurement processes and multi-layered approval structures. While these challenges can add complexity, they also provide valuable experience working on high-profile, impactful infrastructure projects and open up pathways for advancement in government contracting and construction management.

Job Title: Federal Construction SuperintendentJob Description

The Federal Construction Superintendent oversees all on-site construction activities for a federal project, ensuring work is executed safely, on schedule, and in accordance with contract requirements and construction documents. This role requires an experienced leader who can manage complex projects, coordinate multiple stakeholders, and uphold rigorous safety and quality standards on a secure federal installation.

Responsibilities
  • Lead and manage all on-site construction activities for a federal construction project at a secure naval installation.
  • Oversee day-to-day field operations to ensure work progresses according to the critical path schedule and project milestones.
  • Interpret and apply construction drawings, specifications, and related documents to direct field work accurately.
  • Ensure full compliance with EM 385-1-1 requirements, with particular emphasis on hazard identification and safety compliance.
  • Coordinate and supervise subcontractors, trades, and field personnel to maintain productivity, quality, and safety standards.
  • Monitor and enforce site safety practices, promptly addressing unsafe conditions and ensuring corrective actions are implemented.
  • Collaborate closely with the Site Safety and Health Officer (SSHO) and Quality Control Manager (QCM), ensuring their duties remain separate and clearly defined.
  • Maintain thorough documentation of project activities, including daily reports, progress updates, and records of key field decisions.
  • Communicate effectively with project stakeholders, including the Contracting Officer, regarding progress, issues, and required clarifications.
  • Provide the Contracting Officer with documentation of qualifications and experience when requested, and respond to any performance-related inquiries.
  • Ensure that the superintendent role is fulfilled by a single dedicated individual and that previous work experience aligns with contracts of similar scope and size.
  • Support project management efforts by identifying potential schedule impacts, coordinating resolutions, and keeping the project on track.
  • Uphold high standards of workmanship, safety, and professionalism in all on-site activities.
Essential Skills
  • Minimum of 10 years of experience in construction, with at least 5 years serving as a Superintendent on projects similar in size and complexity.
  • Proven experience in federal or comparable large-scale construction projects.
  • Strong familiarity with EM 385-1-1 requirements and demonstrated experience applying them in the field.
  • Hands-on experience in hazard identification and safety compliance on active construction sites.
  • Ability to interpret and manage a critical path method (CPM) construction schedule.
  • Proficiency in reading and interpreting construction drawings and specifications.
  • Experience in construction supervision and on-site field leadership.
  • Demonstrated capability in subcontractor management and coordination of multiple trades.
  • Solid project management skills with a focus on planning, execution, and problem-solving.
  • Effective supervision skills, including directing field staff and maintaining site discipline.
  • Active clearance suitable for work on a secure federal installation.
Additional Skills & Qualifications
  • Previous superintendent experience on contracts similar in scope and size to federal construction projects.
  • Ability to provide documentation and proof of qualifications and prior project experience upon request.
  • Experience working collaboratively with dedicated Site Safety and Health Officers (SSHO) and Quality Control Managers (QCM) on complex projects.
  • Strong communication skills for interacting with the Contracting Officer, project teams, and subcontractors.
  • Detail-oriented approach to documentation, reporting, and compliance with contract requirements.
  • Background in construction management or a related technical field is beneficial.
