Job description

2ndWave LLC seeks a Federal Budget Analyst to join our team. This person will play a critical role in planning, formulating, executing, and managing the agency's financial resources. This position requires in-depth experience with federal budgeting processes, funds control, and financial reporting to support mission-critical operations effectively. The ideal candidate will have extensive experience with federal budget management, cash flow analysis, interagency agreements, and proficiency in tools such as COGNOS.

Key Responsibilities:

  • Lead and support federal budget planning and formulation processes, especially for agencies managing significant fixed assets and interagency agreements.

  • Supporting financial management activities including planning, budgeting, and controlling the allocation of funding across multiple projects.

  • Develop, manage, and implement detailed agency spend plans to ensure efficient and compliant allocation of resources.

  • Create, update, and enhance budget templates to streamline budget preparation and review processes.

  • Execute federal budgetary activities, including rigorous funds control, expenditure analysis, reconciliation, reporting, and detailed transaction analysis.

  • Analyze expenditure trends and cash flow to provide actionable insights and recommendations to senior management.

  • Manage and track customer funds within federal frameworks to ensure accuracy, compliance, and transparency.

  • Facilitate business process development and management improvements, contributing to enhanced financial controls and operational efficiency.

  • Utilize COGNOS for data analysis, reporting, and supporting informed decision-making processes.

Required Qualifications:

  • Bachelor’s degree in Finance, Accounting, Public Administration, or related field; Master’s preferred.

  • Extensive federal budget planning and formulation experience within agencies holding substantial fixed assets and managing interagency agreements.

  • Proven track record in developing comprehensive agency spend plans.

  • Demonstrated ability to develop effective budget templates tailored to organizational requirements.

  • Robust experience in federal budget execution, including stringent funds control, meticulous expenditure analysis, financial reconciliation, detailed reporting, and transaction-level analysis.

  • Proficiency in analyzing and interpreting expenditures and cash flow data.

  • Experience managing and tracking funds for federal customers.

  • Expertise in business process development and continuous management improvement.

  • Strong skills and experience in using COGNOS for budget and financial data analysis.

Preferred Qualifications:

  • Direct budget and financial management experience within the Federal Aviation Administration (FAA).

  • Familiarity and practical experience with the Department of Transportation’s DELPHI core financial management system, including PRISM.
