Position Overview

The Force Development Portfolio (FDP) Senior Analyst provides Army G-8 leadership with expert analytical and programmatic support to align requirements, acquisition, and modernization efforts with Army strategic priorities. This role develops investment and resourcing options, validates requirements through JCIDS and acquisition processes, and prepares executive-level briefings, decision papers, and training materials for senior leaders. Leveraging business intelligence tools, AE2S data, and cross-stakeholder coordination across Army and Joint organizations, the analyst delivers actionable insights that enhance resource planning, readiness, and long-term modernization strategies in support of Army force development objectives.

Essential Job Function

1. Requirements and Acquisition Oversight

  • Apply JCIDS (AR 71-9, CJCSI 3170.01) and Defense Acquisition System (DoDI 5000.2) processes.
  • Review, analyze, and recommend positions on Army and Joint requirements/acquisition documents (ICDs, A-CDDs, CDDs, ONS, BOIPs, ORDs).
  • Support AROC, JROC, JCB, FCB, ARB, ACB, AWG, and related forums with analysis and documentation.

2. Data Analysis and Business Intelligence

  • Extract and analyze data from Army equipping/resource systems (AE2S-M, CAMS, LAQA, ETR, LQA, cQUIP, AESIP, ECOP, FMSWeb, cPROBE).
  • Develop and deploy automation and BI tools (SharePoint, Power BI, Power Apps, MS 365).
  • Use data analysis to produce reports supporting equipping, modernization, and decision-making.

3. Program and Resource Management

  • Support programming, budgeting, and execution (POM, PPBE, SPAR).
  • Develop investment and funding options, prioritizing RDT&E and procurement.
  • Validate AAO/APO requirements, assess program impacts of PDMs and congressional marks, and coordinate allocation/distribution with ASC (LMI).

4. Force Development and Modernization

  • Support Army modernization priorities (ReARMM, MDO, AimPoint, NDS).
  • Participate in TAA, FFR, AMEC, and ASRC processes to inform modernization and resolve equipping shortfalls.
  • Ensure requirements and programs reflect doctrine, training, sustainment, and threat considerations.

5. Leadership Support and Coordination

  • Provide senior leaders with timely information papers, EXSUMs, decision papers, and weekly Director’s notes.
  • Prepare draft responses to taskers, professional briefing packages, and executive summaries.
  • Coordinate with HQDA, ASA(ALT), PMs, ACOMs, ASCCs, DRUs, and Joint/DoD staff on equipping and modernization issues.

6. Communication and Training

  • Develop professional training materials and briefings for approval 30 days prior to delivery.
  • Support the semi-annual AO Training Course and other Army training/briefing requirements.
  • Maintain leader smart books, strategic communication plans, and budget justification documents.

7. Strategic Readiness and Documentation

  • Maintain situational awareness of assigned programs and provide rapid assessments (within four hours when required).
  • Track and document funding, readiness, equipping, and modernization status.
  • Prepare high-quality documentation and briefing materials to support Army decision forums.
Minimum Qualifications
  • Bachelor’s Degree or higher in Business or Engineering field
  • A minimum of four (4) years of experience and expertise in Force Development duties;
  • Secret Clearance required
  • Ability to assess the data collection files in AE2S through the course of each data collection period in coordination with ASA (FMC), ASA (ALT) and the Army DCS G-8 Aos
  • Interdisciplinary skill set of PPBE, DOD acquisition processes and procedures (DoDI 5000.2) as well as expertise with materiel and /or force structure requirements development and validation (JCIDS).
