UNIT DESCRIPTION
FOU-1/2/3/4/5/6: processes and reviews FBI records for public access under the provisions of the FOIPA, Title 5, United States Code, Sections 552 and 552a and transparency projects.
FOIPA Support Unit: supports the RIDS front office as needed, to include training and policy; replies to Congressional inquiries; manages other government agency inquires; maintains the FBI Vault website; provides customer service to the public regarding FOIPA inquires; and other duties as assigned.
Initial Processing Operations Unit: prepares records responsive to FOIPA requests for processing by the FOIPA Operations Units.
Litigation Support Unit: provides litigation support to the FOIA Litigation Unit of the Office of General Counsel (OGC) to ensure successful resolution of FOIPA litigations.
National Security Classification Operations Unit: protects the FBI's national security mission by reviewing FBI documents for national security classification purposes, classification reviews for criminal/civil discovery matters, prepublication review, and systematic declassification.
KEY REQUIREMENTS

MAJOR DUTIES

• Serve as an analyst and reviewer applying statutory and regulatory requirements, policies, precedents, and agency guidance to resolve complex information disclosure and records management matters.
• Process complex Freedom of Information Act (FOIA) and Privacy Act requests and other transparency projects by conducting and overseeing records searches, reviewing responsive records, researching issues, and preparing appropriate determinations and responses.
• Utilize FBI systems and databases to organize, search, and process records while managing competing priorities and court-ordered litigation deadlines.
• Serve as a liaison with internal and external stakeholders regarding the release and dissemination of FBI information and records.
• Draft and review reports, briefing materials, correspondence, and final response packages for internal and external audiences.
• Conduct classification reviews of records responsive to FOIA requests and litigation in accordance with Executive Order 13526 and other applicable authorities.
• Provide analysis, review, recommendations, and guidance on complex requests involving the release, withholding, and dissemination of FBI information and records.

Specialized Experience (SE)
GS-13: Applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:

• Experience conducting legal research and preparing or supporting the development of legal opinions, memoranda, or analyses on matters affecting agency programs, operations, or policy.
• Experience analyzing requests for information under applicable federal disclosure statutes to determine the appropriate release or withholding of records.
• Experience using the FBI's Central Records System (CRS), classified and unclassified databases, and records management systems to identify and resolve complex records issues.
• Experience applying expert knowledge of federal laws, regulations, policies, and procedures to resolve complex information disclosure and records management issues.

ADDITIONAL INFORMATION

• Positions with fitness for duty requirements or those that require international travel may require proof of certain vaccinations.
• Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
