UNIT DESCRIPTION
The Office of Congressional Affairs enhances congressional confidence in the FBI through collaborative efforts to actively rebuild trust, ensure transparency, and uphold our commitment to justice and public safety.
KEY REQUIREMENTS
  • Must be a U.S. citizen
  • Must be able to obtain a Top Secret-SCI clearance
  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)
MAJOR DUTIES:
  • Serves as an expert on the United States Congress, its history, organizational structure and authorities, the crafting and development and approval process of legislation.
  • Develop legislative strategy for effective presentation of the FBI's needs to the appropriate Congressional oversight committees.
  • Draft legislative language which ensures that proposed bill language fulfills the intended purpose of the proposal.
  • Prepare FBI witnesses for oversight briefings and hearings by compiling briefing books of relevant information, contacting Members and Staff to determine specific areas of likely inquiry and drafting testimony.
  • Review Bureau policies, procedures, and regulations to ensure they are consistent with the intent of the law and are administratively sound, efficient, and economical in operation. Maintains a liaison with the Solicitor General's Office, DOJ, to further facilitate receipt of the new Supreme Court decisions which may impact on FBI policies and procedures.
  • Attend meetings with senior FBI officials or meetings with attorneys from other Federal agencies. During these sessions, the incumbent serves as the Office's representative in order to provide expert advice in legal issues or to identify legal issues.

Specialized Experience (SE)
GS-15: Applicant must possess at least one (1) year of SE equivalent to the GS-14 grade level. SE is defined as follows:
  • Experience interpreting legislative policy and procedures.
  • Developing strategies to further inform, educate, and promote goals to Members of Congress and their staff.
  • Advising senior level officials on pending legislation and congressional issues of interest and preparing them for Congressional briefings, hearings, and meetings.

    • Memorandum for Record (MFR): Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation:
      • Percent of time worked in the particular position (cannot conflict with main duties.
      • The month/year work began
        Frequency worked (i.e., daily, monthly, etc.)
      • Specific duties performed

ADDITIONAL INFORMATION
  • The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.
  • Applicants must be U.S. citizens and consent to a complete background investigation, urinalysis, and polygraph. You must be suitable for Federal employment; as determined by a background investigation.
  • If you are selected, you will be required to serve a two-year probationary period. Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary Employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.
