Overview Attorneys working in the Civil Litigation Units (CLUs) act as legal counsel to the FBI and its employees on civil litigation, administrative claims, requests for testimony and documents, representation matters, and related areas. CLUs coordinate defense of civil actions against the FBI and its employees under the U.S. Constitution and federal statutes, and work closely with the DOJ Civil Division and U.S. Attorney's Offices nationwide. Responsibilities Serve as legal counsel to the FBI and its employees regarding civil lawsuits, administrative claims, and related matters. Coordinate the defense of civil actions filed against the FBI under the Constitution and federal statutes such as the Mandamus Act and the Administrative Procedure Act. Work closely with the DOJ Civil Division and U.S. Attorney's Offices to represent FBI interests. Assist FBI employees in obtaining DOJ representation, defend them in depositions, prepare affidavits and declarations supporting motions, manage the civil discovery process, and assist at trial and post‐trial proceedings. Handle the FBI's response to civil subpoena matters and provide legal advice concerning potential liability for investigative operations. Defend the FBI in complex civil litigation, including cases with a national‐security nexus, with minimal supervision. Provide expert legal advice and opinion to FBI management on all aspects of organizational legal liability risks. Develop professional relationships with OGC coworkers, other FBI personnel, and representatives of other U.S. Government agencies to support the FBI's legal interests. Qualifications U.S. citizenship. Ability to obtain Top‐Secret/SCI clearance; completion of form FD‐887 and annual confidential financial disclosure (OGE‐450). J.D. from an ABA‐accredited law school and active membership in the bar of any U.S. jurisdiction. Experience in civil litigation defense, civil discovery, trial and appellate practice. Knowledge of statutes including the Administrative Procedure Act and the Federal Tort Claims Act. Competencies in governance and legal jurisprudence, analytical thinking, and communication.
