Job description

We are seeking a highly skilled Senior Export Licensing & Compliance Manager to lead our export control and trade compliance functions. In this role, you will manage the preparation and implementation of complex Technical Assistance Agreements (TAA) and DSP-5s, oversee compliance investigations, and prepare voluntary disclosures. You will act as the Company's Empowered Official, the Company's key liaison with the key government agencies involved in export licensing and compliance.
Your main responsibilities will be:
  • Licensing & Agreements: Draft, submit, and manage complex international export licenses, Technical Assistance Agreements (TAA), and DSP-5s. Ensure adherence to all regulatory requirements, including government provisos and provisos-management protocols.
  • Compliance, Investigations & Disclosures: Manage internal compliance policies, processes and procedures, conduct compliance investigations and root-cause analyses. Investigate, draft and submit voluntary disclosures to responsible regulatory administration.
  • Agency Engagement: Act as the primary interface with the Directorate of Defense Trade Controls (DDTC), Defense Technology Security Administration (DTSA), and Bureau of Industry and Security (BIS).
  • Jurisdiction & Classification: Perform jurisdiction and classification determinations for defense articles and defense services subject to the jurisdiction of the International Traffic in Arms Regulations (ITAR) and for and for equipment and technology subject to the Export Administration Regulations (EAR).
  • Cross-Functional Support: Provide expert guidance on complex export regulations to engineering, program management, Government relations and business development teams. Collaborate specifically on issues related to export policy and export control reforms, intelligence activities involving ELINT or COMINT and technical data/technology control plans.

Your skills and qualifications:Essential education and experience:
  • Experience: 5-8 years of direct, hands-on experience in trade compliance and export licensing, with a preference for specific experience with space business operations and technologies, and signals intelligence (SIGINT).
  • Regulatory Expertise: Deep, demonstrable experience with ITAR and EAR regulations, including voluntary disclosures and compliance investigations.
  • Agency Relations: Proven track record of successfully interacting and managing submissions with DDTC, DTSA, and BIS.
  • Agreement Management: Extensive expertise in preparing and managing TAAs and related licensing documents.
  • Desired Background: Experience or technical exposure to SIGINT and Electronic Warfare (EW) systems, platforms, and related export challenges is highly desired.
  • Security clearance (S, TS or TS/SCI) is a bonus.

Location: Preference will be given to candidates within commuting distance to Herndon, Virginia or willing to relocate to a location within commuting distance of Herndon, Virginia.
We offer a compensation package that includes a competitive base salary plus annual performance bonus and benefits. We consider many factors when determining salary offers, such as candidate's work experience, education, training & skills, as well as market and business considerations. We are also open to considering candidates with experience and qualifications at a different level than required in a job posting, which may affect the compensation package offered.
