Job Number: R0241907 Technology Transfer and Export Control Specialist, Senior The Opportunity: This position offers the opportunity to directly support the joint or service headquarters in advancing its mission by managing and implementing international security cooperation programs, technology transfer processes, and export control policies that strengthen global defense partnerships and enable interoperability with key allies. As a Senior Technology Transfer and Export Control Spe cia list, you will play a pivotal role in shaping, overseeing, and advancing programs that impact foreign military sales ( FMS ) , foreign disclosure, export licensing, and technology security. This headquarters-based role entails strategic advising, policy execution, and interagency collaboration to ensure the success and continuity of defense technology transfer and Security Assistance Enterprise activities. Your work will advance U.S. efforts in supporting allies, partners, and the broader national security mission while upholding export control standards and safeguarding the integrity of sensitive U.S. defense technology. In this critical role, you will oversee the execution of multi-faceted security cooperation policies while providing management and oversight of export control compliance and technology security programs. You will serve as a senior advisor and key staff officer with expertise in the Arms Export Control Act ( AECA ) , International Traffic in Arms Regulations ( ITAR ) , Export Administration Regulations ( EAR ) , Technology Release and Foreign Disclosure ( TRFD ) procedures, and related policies . You will ensure the successful implementation of technology transfer and foreign disclosure processes in alignment with national security priorities, interagency goals, and international policy frameworks. You will guide stakeholders by analyzing legislation, facilitating policy harmonization, and leading interagency collaboration efforts with government agencies such as the Department of State and Department of Commerce. You will also oversee FMS and international agreements to ensure compliance with release requirements and export standards. Additionally, this role provides the opportunity to enhance operational strategies, assist with developing actionable policies , and deliver impactful recommendations based on comprehensive data analysis, all while ensuring alignment with relevant regulations and priorities. Join us. The world can't wait. You Have: * 8+ years of experience in U.S. export control, foreign disclosure processes, and security cooperation programs at the senior-level
* Experience coordinating the release of technology, equipment, and services to international partners through FMS, technology transfer, and export licensing
* Experience with staffing actions through interagency processes such as NDPC and Tri-Service Committee e nga gements
* Knowledge of the AECA, ITAR, EAR, and National Disclosure Policy ( NDP-1 ) * Knowledge of munitions export licensing policies and processes under AECA, ITAR, and EAR
* Ability to lead and conduct TRFD processes, including National Disclosure Policy Committee ( NDPC ) and Tri-Service Committee procedures
* TS/SCI clearance * Bachelor's degree in International Relations, National Security Studies, Political Science, or Engineering Nice If You Have: * Experience in defense- related international and interagency negotiations
* Knowledge of Service Headquarters-level organizations, roles, and missions
* Knowledge of processes, procedures, and practices within government or security assistance organizations
* Possession of excellent communication and relationship-building skills, to advise senior leadership and collaborate with interagency partners
* Master's degree in Defense Exports, International Relations, Government Policy , or a related field Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information ; TS/SCI clearance is required. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
