Primary Purpose of Department
The Office of Research Protections and Integrity (ORPI) is part of the Division of Research. It provides oversight, education, and support for integrity, compliance, and security issues related to research and certain University operations at UNC Charlotte. The office ensures compliance with federal, state, and local applicable policies and laws on human subjects research, animal subjects research, biosafety, conflict of interest and commitment, research misconduct, responsible conduct of research, export control, and research security.
Primary Purpose of Position
This position serves as the University's Export Control Officer and provides operational support related to research security, international research compliance, and secure research activities.
This position administers the University's export controls program, including compliance with ITAR, EAR, OFAC, foreign travel, foreign visitor screening, and related federal requirements. The position also provides limited coordination and support for secure research environments and facility security activities, as operationally necessary.
Summary of Position Responsibilities
Export Control ProgramResponsible for overseeing and managing the Export Control Program. This position serves as the subject matter expert in export control regulations and requirements. Help investigators and the university community in complying with the export control regulations.
  • Lead operational administration of the university's export control compliance program and associated international research compliance activities.
  • Serve as the university's primary point of contact for internal and external inquiries related to export controls and foreign influence matters; review regulatory materials to assist internal and external persons.
  • Develop and implement university policies and procedures on export control compliance and foreign influence. This includes but is not limited to the following: technology classification; identification of restrictions; verifying personnel; determining licensing exemptions and exceptions for export-controlled items, and information supplied by vendors, contractors, collaborators, and other third parties during the course of university research and business activities.
  • Develop and implement streamlined processes; maintain databases for all areas of export control.
  • Provide export determinations on the classification and jurisdiction of technology, products, materials, equipment, and software for purposes of international shipments and deemed exports.
  • Develop and facilitate technology control plans (TCPs) as needed and conduct monitoring of implemented technology control plans.
  • Monitor and analyze federal foreign influence and export control regulatory developments that impact the University's export compliance efforts.
  • Conduct risk assessments and compliance reviews associated with international research activities, restricted research, foreign collaborations, and export-controlled activities.
  • Develop training for faculty, staff, and students on foreign influence and export control laws, regulations, and university policies, procedures, and requirements; utilize online CITI and other export control courses; develop and present additional in-person and online workshops and training.
  • Collaborate with the Biosafety Officer, Conflict of Interest Officer, Office of Research Services, OneIT, Environmental Health and Safety, and Office of Legal Affairs to identify export-controlled materials, projects, awards, and agreements. Make recommendations and provide alternatives.
  • Participate in assigned university committees as needed (e.g., Information Assurance Committee).
  • Apply for registrations with federal agencies (e.g., Directorate of Defense Trade Controls (DDTC)), comply with reporting requirements, and maintain memberships.
  • Maintain information on the University's website(s), keeping each up-to-date and accurate.
  • Attend virtual, local, regional, and/or national conferences, with the possibility of occasional overnight stays.
  • Liaise and collaborate with in-house legal and compliance staff and law enforcement as necessary.

Research Security
  • Support institutional research security compliance efforts in coordination with university leadership and cross-functional stakeholders.
  • Assist with operational coordination related to research security requirements associated with federally funded research activities, including applicable NSPM-33 requirements and related sponsor expectations.
  • Coordinate with university offices involved in international research compliance, foreign influence review, disclosure requirements, and secure research activities.
  • Assist with the development and dissemination of research security-related guidance, training, and operational processes, as appropriate.
  • Support institutional efforts related to secure research practices and evolving federal research security requirements.

Facility Security
  • Provide limited support for facility security activities during organizational transition periods or as operationally necessary.
  • Assist with administrative and operational coordination associated with secure research environments and controlled research activities in accordance with National Industrial Security Program Operating Manual (NISPOM) standards. Process security applications in accordance with published standards and timelines. Monitor investigations within the Joint Personnel Adjudication System (JPAS).
  • Support documentation, personnel coordination, and operational processes related to secure research environments and controlled research activities, as assigned.
  • Must be eligible to obtain and maintain a national security clearance.

Other Duties
  • Coordinate with compliance personnel on matters involving foreign influence, international affiliations, and sponsor disclosure requirements.

Minimum Education/Experience
  • Bachelor's degree and
  • Two years of relevant experience; or an
  • Equivalent combination of education and experience.

Preferred Education, Knowledge, Skills and Experience
Education & Foundational Experience
  • Advanced degree in law, public administration, research administration, international affairs, compliance, security studies, or related field.
  • Demonstrated experience in export controls, research compliance, international research compliance, federal regulatory compliance, or related fields.
  • Experience supporting research security or export control programs within a higher education or federal research environment.

Regulatory Knowledge & Program Operations
  • Knowledge of U.S. trade controls, including International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and Office of Foreign Asset Control (OFAC) regulations, and federal research compliance requirements.
  • Sufficient understanding of technology and the CCL and USML to work with investigators and technicians in making accurate technology classifications and licensing determinations.
  • Experience developing institutional compliance policies, training programs, or operational procedures.
  • Ability to interpret complex federal regulations and communicate requirements effectively to varied audiences.

Research Security & Cybersecurity Frameworks
  • Familiarity with NSPM-33 requirements and federal research security expectations.
  • Experience reviewing international research collaborations and foreign influence considerations.
  • Familiarity with controlled research environments, Controlled Unclassified Information (CUI), NIST 800-171, or related federal security frameworks.
  • Familiarity with research cybersecurity concepts and operational coordination associated with secure research environments is preferred.
