Sherpa 6 is seeking a Senior Program Manager to support our customer in Ft. Belvoir, VA. The successful candidate must demonstrate abilities to manage technical program aspects, care for personnel, perform schedule and cost reporting, meet or exceed contract requirements, and provide regular briefings to the customer and other government entities; including, but not limited to, program management reviews, contract transition, and technical meetings. This role requires senior experience with managing customer contracts in a DoD environment. The Senior PM will also be responsible for regular customer interactions, technical evaluation of requirements, management of awarded scope, allocation of resources, and growth of assigned business. Responsibilities include program transition, execution, planning, budgeting, development of risk and opportunity plans and program expansion. The establishment and ongoing review of metrics, tasks, and processes to meet customer needs. This person should embody a passion for continuous improvement.
The PM is responsible for all activities to include support, administration and all tasks associated with the management of the overall system support services effort. The PM will conduct a program review of all PWS tasks, at a minimum semi-annually, with the PEO SDA COR and other invitees at locations (if not virtual) TBD. The PM is the Contractor's on-site representative, liaison, and primary point of interface with Contractor personnel as well as with the Government Technical Representative and COR. The PM or his/her designated representative, will monitor personnel workload, address performance concerns, immediately inform the COR when a change in Contractor personnel occurs or of any vacancies upon learning and take action to ensure issues are remedied and open positions are filled by a fully qualified individual in accordance with the SDS.
Responsibilities:
  • Leading personnel and sustaining a professional, technical and administrative support staff adequate to accomplish defined and anticipated contractual tasks
  • Performing contract oversight duties in accordance with the program management plan
  • Performing supervisory duties for assigned managers, to include training, performance reviews, and development/maintaining job descriptions
  • Ensuring subcontractor performance and assuring compliance with prime contract requirements and pricing schedules
  • Preparing cost performance reports as required by contract deliverables CLINs, and managing Other Direct Costs to be compliant with various contracts
  • Identify and develop approaches to pursue new opportunities to increase business base; manage the program new business pipeline
  • Work with customers and the PMO to develop program strategic plans for the associated customer sites, maintain a strong customer relationship.
  • Manage the program, to ensure appropriate assignment of work tasks, responsibilities, and authority level
  • Ensure operating policies and procedures are established and followed consistent with internal policies
  • Plan and de-conflict resource requirements
  • Implement a proactive program risk and opportunity management plan
  • Define program staffing requirements and execute plan
  • Represent the program at an executive level to customers and government representatives
  • Develop and expand a highly skilled staff and improve our core competencies
  • Practice and instill continued use of Continual Service Improvement (CSI)/ Six Sigma practices to improve program performance, customer perception, teammate partnerships and business and personnel growth
  • Create and maintain a One Team culture across multiple sites

Requirements
  • 8-10 years of Program Management experience supporting Department of Defense contracts.
  • Strong financial acumen including revenue forecasting, labor planning, and program profitability.Must have industry management experience responsible for all aspects of program execution.
  • Engineering background preferred or similar
  • Experience successfully performing the PM related functions for contracts in excess of $10M per year, including cost-plus fixed fee experience
  • Extensive knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS)
  • Experience in preparing budgets, schedules, staffing to manage support to programs
  • Experience managing a contract risk management program
  • Excellent communication skills and ability to effectively interact with subordinates, and customers
  • Establishment of executable baselines and risk and opportunity management to meet specific financial goals and obligations to the customer
  • Must be a US citizen
  • Must pass a background check and drug screening

Preferred Qualifications:
  • Master's Degree in Business or related technical field (science, technology, engineering, or math).
  • Project Manager Professional (PMP) or equivalent DAWIA certification
  • Experience operating in a matrixed organization

The proposed salary range is reflective across all Sherpa 6 locations, years of experience, and skill levels. Salary negotiations will be based on a host of factors including but not limited to your geographic location, prior experience, relevant skills, education, and certifications.
