MANTECH seeks a motivated, career and customer-oriented Lead Technical Program Manager to join our team in Springfield, VA.

This position will serve as the singular delivery authority for NGA MC&G's CPSTN Digital Twin Pilot effort. This critical role combines corporate program management oversight with deep hands-on technical architecture leadership.

Responsibilities include but are not limited to:

  • Serving as the primary contractual and technical interface for NGA MC&G PEO leadership while managing the program's budget, financial tracking, and a rigorous 12-month phased Integrated Master Schedule (IMS).

  • Overseeing the technical development of hardware abstraction models, service mesh configurations, and a Drift Management Capability to guarantee the digital twin accurately mirrors the dynamic NGA CORE classified production environment.

  • Coordinating with Security and DevOps teams to build the complete Body of Evidence (BOE) needed to achieve an Interim Authority to Test (IATT) within an IL6 cloud environment.

  • Synthesizing pilot capabilities into winning capture strategies for emerging NGA opportunities, dedicating strategic focus to expanding MANTECH's digital twin market footprint.

  • Navigating complex technical dependencies and stakeholder availability to deliver a high-fidelity digital twin for Research & Development, Testing & Evaluation, and operational transitioning.

  • Leading a distributed, multidisciplinary team in a collaborative digital environment via both virtual and in-person channels to ensure complete and functioning systems.

Minimum Qualifications:

  • Bachelor's Degree in Engineering (Systems, Aerospace, Electrical, or Computer)

  • 12+ years of progressive experience in complex defense acquisitions.

  • 3+ years of experience in a dual-hatted PM/TPM role specifically managing NGA or Department of War (DoW) programs.

  • Advanced technical leadership experience managing NGA programs, DoD programs, or architectural approaches for digital twin solutions.

  • Deep expertise in NGA networks, NGA mission threads, systems engineering, and the delivery of NGA infrastructure products.

  • Proven ability to lead technical development with minimal day-to-day customer support, making high-stakes decisions based on incomplete or high-level data.

Preferred Qualifications:

  • Master's or Ph.D. in a technical engineering discipline along with a Project Management Professional (PMP) or Scaled Agile Framework (SAFe) credential.

  • Proven experience with software-defined networks, network emulation appliances, hardware abstraction models, and infrastructure-as-code environments (e.g., Ansible, QEMU-KVM).

  • Experience managing rapid, iterative execution using agile prototyping, "flex-engineering" frameworks, or OCSMP Level 4 modeling standards.

Clearance Requirements:

  • Must possess an active TS/SCI clearance and be eligible for NGA access prior to starting

Physical Requirements:

  • Must be able to remain in a stationary position 50% of the time.

  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.

  • Frequently communicates with co-workers, management, and customers, which may involve delivering high-level technical presentations to executive stakeholders.

  • Must be able to exchange accurate information in these situations.
