Overview

GENERAL SUMMARY OF POSITION:

As a member of the senior executive staff, the Executive Vice Chancellor (EVC) for Administration & Finance (A&F) reports directly to the Chancellor and serves as the chief operating, business, and administrative officer of UMass Chan. The incumbent oversees finance, budgeting, financial reporting, sponsored projects, research administration (including post and pre-award) facilities management, supply chain management, auxiliary enterprises, human resources, information technology and reporting, and technology transfer and licensing.


The EVC of A&F is the primary strategic partner to the Chancellor as it pertains to the business of UMass Chan. Together, they set and execute the business strategy of UMass Chan and identify opportunities for revenue growth and expense containment. The EVC establishes standards of performance in the delegation of administrative and financial authority, defines broad institutional goals and objectives in consultation with the Chancellor and coordinates the analysis, reporting and financial parameters. The incumbent will use KPIs to closely monitor performance and fiscal health.


The incumbent will establish and maintain effective and collaborative relationships with leaders at UMass Memorial Health Care (UMMHC) to identify and advance joint strategic business opportunities and maintain an effective partnership. They will also maintain close and transparent ties with the UMass System President's Office to deliver and report out on shared goals and objectives. Working collaboratively with local, state, and federal agencies is also essential to help UMass Chan advance its strategic and operational priorities.

Responsibilities

MAJOR RESPONSIBILITIES:

General:
* Pursuant with University policy, sets the financial strategy and business operations of UMass Chan.
* Directly oversees the functional units within Administration and Finance, including: Finance, Research Administration, Facilities Management, Information Technology, Human Resources, and Technology Transfer, Entrepreneurship, and Licensing.
* Serves as a member of the Chancellor's leadership team; establishes and achieves short- and long-term institutional goals in accordance with the college's and university's strategic and operational plans.
* Coordinate A&F activities with those of other divisions, departments, and outside agencies and organizations; provide staff assistance to the President and Chancellor; prepare and present staff reports and other necessary correspondence.

Business Development, Strategy, and Planning:
* Partners with the Chancellor on strategic planning and identifies areas of strategic growth, expense control, and new revenue generating ventures, initiatives, and/or partnerships.
* Explores and identifies new business and revenue generating opportunities for UMass Chan that align with its strategic goals and mission, including all necessary due diligence.
* Presents to the Chancellor and/or President's Office business opportunities with clearly articulated business plans, investment requirements, and short and long range ROI potential.
* Works with internal and external partners to develop investment opportunities that support UMass Chan's goals and mission.
* Assists the Chancellor and other internal stakeholders with fundraising initiatives and supports the budget and goals around fundraising targets and opportunities.

Relationships, Collaboration, and Leadership:
* Serves as chief liaison with UMMHC on shared services matters, funds flow issues, joint ventures, collaborative investments and business endeavors, and other business-related matters.
* Works collaboratively with peers at the other UMass campuses and the A&F leadership at the UMPO.
* Cultivates and establishes positive relationships with key internal and external stakeholders, including our academic leadership, clinical partners, university leaders, and community and government leaders.
* Represent A&F to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
* Fosters an environment that embraces diversity, integrity, trust, and respect. Is an integral team player, which involves flexibility, cooperation, and communication.
* Mentors and leads the team of executives overseeing the functional areas within A&F and sets performance standards and measures to foster a culture of operational and service excellence.

Finance:
* Directly oversees the finance and research administration functions at UMass Chan.
* Sets and presents the institution's annual operating budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures. Develops and implements reporting and controls to ensure compliance with university policy and procedures.
* Provides financial oversight and leadership to all campus units to ensure that growth opportunities are fiscally sound and are developed in accordance with all associated policies.
* Provides financial forecasts, capital budgeting, long-range development and financial planning for major and minor projects. Provides and manages to a long range financial forecast that aligns with the Chancellor's and President's strategic goals.
* Provides and/or prepares financial statements and other relevant financial reports to the Chancellor and President's Office, as needed or requested.
* Oversees the development and maintenance of internal controls to safeguard the financial integrity of the university and ensure compliance with federal, state and system regulations and policies.

Operations:
* Oversees and sets the strategic direction for the non-financial operations at UMass Chan to align resources with strategically relevant and important programs, projects and initiatives; particularly as they relate to people, space, and technology.
* Directs, oversees, and participates in the development of the A&F's work plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures.
* Supervises and works with facilities leadership to obtain information and make recommendations on capital projects, a long-term capital plan, and an acceptable deferred maintenance program.
* Leads the high-level people strategy at UMass Chan to enable programs and a culture to attract and retain the best faculty and staff in Massachusetts, the United States, and globally.
* Oversees and sets the direction for the IT infrastructure, services, and support needed to enable the work of UMass Chan's faculty and staff; including the establishment and execution of a short, medium, and long term IT capital plan.
* Researches and prepares relevant and useful dashboards, reporting, and metrics to help inform strategic planning and decision making.
* Ensures recommended university policies and procedures comply with state statutes and Board policies.
* Develops and reviews campus-specific policies through collaboration with the Chancellor and senior leadership.
* Perform related duties as assigned.

Qualifications

REQUIRED QUALIFICATIONS:

* A Bachelor's degree in Business Administration or related field from an accredited institution of higher education, with a Master's degree preferred.
* Min 10 years' experience in senior level finance and/or operations leadership positions within the healthcare industry, preferably in academic medicine.
* Creative and strategic thinker with a strong track record of participating in, developing, and implementing strategic plans at large, complex institutions.
* Superior analytical skills with demonstrated experience setting KPIs or other measures of success related to strategic planning and goal setting.
* A leader of unquestioned integrity who enthusiastically supports UMass Chan's mission, unique identity, and vision for the future.
* Must have a good deal of political savvy. Excellent communicator and collaborator with a high EQ. Collaborative leadership and team-building skills.
* Flexible and creative. The ability to adapt models and processes as business and market realities change. Entrepreneurial in nature, who is looking for opportunities to collaborate on mutually beneficial business projects and initiatives.
* Demonstrated ability to identify problems, to develop alternative solutions, to make decisions, and to achieve consensus on a course of action in a complex and multi-disciplinary environment.
* Ability to set and meet aggressive goals and commitments to achieve results.
* Experience setting and managing budgets in excess of $100 million dollars, particularly within the healthcare or academic medicine industries.
* Ability to compile and interpret statistical and visual data and analyses, and to present that information to a broad constituency in meaningful and effective terms and formats.
* Ability to negotiate and exchange ideas and communicate technical concepts and analyses to a variety of audiences, both within the University and in the community.
* Demonstrated ability to identify problems, to develop alternative solutions to make prudent decisions and to achieve consensus on a course of action in a complex and multidisciplinary environment.
* Demonstrated knowledge of and the ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.
