Base pay range is calculated by position title, and experience. It is determined within the departmental budget. Changes to the range are approved by the CEO.

WHAT YOU’LL DO 

Our Humane Enforcement Officer plays an important role in advancing Nevada Humane Society’s mission 

As a Humane Enforcement Officer, you contribute to Nevada Humane Society’s (NHS) mission by performing field animal control work in accordance with state laws, city and ordinances, and statutes. You provide humane care of animals in custody. Humane Enforcement Officers also patrol neighborhoods and respond to citizen complaints. Handles all animals humanely, safely and with compassion, including those that may be injured, wild or potentially vicious. Your work supports protecting both community safety and animal welfare and reflects our commitment to care for pets, find them homes and save lives.     

1. Support contracted Carson City service commitments by delivering professional animal control services and coordinating with partner agencies to ensure consistent, timely response and outcomes.
2. Conduct routine patrols on foot or in a company vehicle within assigned areas to locate animals at large; safely capture, control, transport and deliver animals to NHS for impoundment. 
3. Respond to high-priority and complex calls for service including aggressive animal incidents, animal cruelty investigations, bite reports, law enforcement assistance requests, and take appropriate enforcement and safety actions. 
4. Communicate professionally and compassionately with the public to provide education, warnings, and guidance regarding Animal Control ordinances; collaborate with local law enforcement to issue citations when necessary to resolve complaints and ensure compliance with laws and regulations
5. Prepare complete and accurate case documentation and testify in court regarding enforcement actions, investigations and related incidents.
6. Maintain working knowledge of applicable Animal Control Ordinances and enforcement practices; remain informed of ordinance updates and procedural changes. 
7. Perform animal rescues and respond to emergency calls while following safe handling practices and established protocols. 
8. Under the direction and supervision of a shelter Veterinarian, safely perform emergency euthanasia when required and in accordance with policy and applicable regulations. 
9. Remove and transport dead animals for disposal in compliance with established protocols. 
10. Maintain accurate and timely and complete data entry of case reports, citations, impounds, and field activities using required systems and documentation standards.
11. Safely operate, ensure proper working condition and cleanliness of dispatch vehicle . Report mechanical or safety concerns promptly to the proper staff members. 
12. Establish and maintain effective working relationships with law enforcement, rescue groups, veterinarians, and other agencies to support coordinated field operations and animal welfare outcomes.
13. Maintains strict confidentiality of privileged communications and information and complies with privacy laws, regulations and organizational polices.
14. Investigate animal cruelty and abuse. Including evidence collection, documentation, and coordination with appropriate agencies as needed.
15. Work assigned schedules, on-call schedules, additional schedules to provide coverage for high volume caseloads, and to ensure coverage for contractual obligations as needed based on department and company needs.

2. Interacts with co-workers and volunteers in an efficient and courteous manner to ensure a cooperative team environment amongst all departments. 
3. Maintain and promote a positive public image relevant to NHS standards.
4. Represents NHS, professionally with customers, donors, and business partners.
5. Attend and participate in departmental and shelter meetings. Attend educational conferences/seminars as recommended/approved.
6. In the event of an emergency, assist with the handling and evacuation of animals located at any NHS campus.
7. Participate in disaster preparedness and response activities for the organization and community as it pertains to pet related needs.
8. Address and/or report any safety hazards or unsafe activities. 
9. Perform other responsibilities as requested by direct management, and/or the CEO. 

1. Work is performed in the field and in the community, including residential, commercial, rural, and urban environments.
2. Frequent outdoor work in varying weather conditions, including heat, cold, wind, rain, snow, and extreme temperatures.
3. Exposure to uneven terrain, debris, confined spaces, and other environmental hazards during patrols and animal response activities.
4. Regular operation of a company vehicle, including driving in heavy traffic, low visibility, rural roads, and inclement weather.
5. Exposure to unpredictable animal behavior, including aggressive, fearful, injured, or sick animals.
6. Risk of injury from animal bites, scratches, kicks, and other animal-related incidents.
7. Potential exposure to zoonotic diseases, parasites, bodily fluids, and unsanitary conditions.
8. Exposure to distressing or traumatic situations, including animal cruelty cases, injured animals, emergency euthanasia, and deceased animals.
9.  Regular interaction with the public, including emotionally charged or confrontational situations.
10. May work alongside or in coordination with law enforcement and other emergency response personnel.
11. Work may require use of personal protective equipment (PPE) such as gloves, masks/respirators, protective clothing, and eye protection.
12. Work may require handling and transporting deceased animals in accordance with established protocols.
13. Work includes computer and mobile device use for documentation, data entry, citations, and case reporting while in the field.
14. Schedule may include evenings, weekends, holidays, on-call assignments, extended shifts, and overtime based on operational needs and emergency response demands.

3. Must reside within a reasonable distance of the shelter to allow response to emergency call-outs within 30 minutes, as required to meet contractual obligations.
4. Fear Free Certified prior to fieldwork.
5. Attain and maintain NACA I certification.
6. Euthanasia certified within one year of hire.
7. 2+ years’ experience working with animals of unknown dispositions.
8. Must be goal-oriented, self-starter with willingness and maturity to go beyond prescribed work and time schedules and meet assigned deadlines.

9. Consistently treat animals with compassion and respect, both professionally and personally, and promote these values to others.
10. Strict adherence to all local regulations concerning the ownership and care of personal animals.
11. Comprehensive understanding of pet behavior and care, with the capability to handle various animals safely and responsibly.
12. Maintaining a consistently positive and professional demeanor is essential.
13. A sincere interest in the NHS’s mission and vision.

1. College degree in Criminal Justice, Animal Science, Public Administration, Emergency Management, or another related field. is a plus.
2. Volunteering or working in animal control, or animal welfare, agencies are a plus.

1. Experience in same or related position in a nonprofit setting-preferably animal welfare.
2. Record of continually increasing responsibilities with measurable results.
