Who you are
We are seeking an experiencedย Senior Program Directorย to lead a mission-critical federal technology engagement supporting the FBI CJIS NCIC 3rd Generation (N3G) Program. This highly visible leadership role combines executive stakeholder management, program management, operational leadership, andย SAFeย Business Owner responsibilities to ensure successful delivery of one of the FBI's most strategic modernization initiatives.ย
What you will do:
Report daily, onsite to FBI CJIS facilities; this position does not support remote or hybrid work arrangementsย
Provide overall program management leadership for the contractor organization, ensuring successful execution of scope, schedule, staffing, quality, budget awareness, risk management, and contractual deliverables.ย
Develop,ย maintain, and execute comprehensive program management plans that align contractor execution with FBI CJIS priorities,ย SAFeย deliveryย objectives, and organizational strategic goals.ย
Identify, assess, and proactively manage program risks, dependencies, issues, and opportunities while drivingย timelyย resolution and executive visibility.ย
Ensure program executionย remainsย aligned with contractual requirements, customer expectations, organizational priorities, and established governance processes.ย
Partner with Government business owners, who areย ultimately responsibleย for business outcomes, to ensure alignment, availability, andย high-qualityย performance of contractor resources within the Agile Release Trainย
Eliminateย impediments andย assistย in the coordination and provide leadership of resources within the contractor organizationย
Activelyย participateย in allย SAFeย ceremonies, in concert with the government management team toย facilitateย cohesiveness, alignment on vision, and relentless improvement within the ART leading toย optimalย value deliveryย
Embody lean agile leadership qualities and adherence toย SAFeย Core Valuesย
Seek opportunities to employ Business Owner roles and responsibilities, as described by theย SAFeย framework, within the contractor sphere of influence which contributes to optimization of overall ART executionย
Serve as the direct liaison to Government Business Owners and other government stakeholders,ย maintainingย consistent, professional communication with FBI CJIS executive management and stakeholders at all levels of the organizationย
Serve as the primary communication liaison between FBI CJIS / Government leadership and Trilogy corporate leadership โ ensure priorities, decisions, risks, and program information flow accurately and promptly in both directionsย
Work in close partnership with the SVP of Operations to deliver exceptional results across the engagement โ high-quality, on-time contractor delivery throughout the Agile Release Train, a fully staffed and engaged team with low turnover, and sustained FBI CJIS and Government confidence in contractor performanceย
Provide regular reporting on program status, risks, issues, and milestones to both contractor leadership and Government stakeholders; ensure reporting isย accurate,ย timely, and appropriately tailored to the audienceย
Attend and actively contribute to executive-level meetings,ย representingย the contractor team with clarity, professionalism, and strategic insightย
Manage all personnel matters including staffing, performance, conflict resolution, and escalation handling;ย maintainย accountability for the conduct and output of all assigned personnelย
Build and growย the teamย โ define staffing needs, interview,ย and provide finalย hireย decisions.ย ย
Coordinate onboardingย with theย appropriate Productย Owner or Scrum Masterย and the governmentย forย qualified personnel to fully staff the Agile Release Train.ย
Manage ongoing workforce planning toย maintainย coverage against program demandsย
Provide direct management and leadership to allย assigned personnelย โ set clear expectations, conduct performance reviews, support career development, and foster a cohesive, high-performing team cultureย
Ensure the needs ofย personnelย are met โ equip personnel with the tools, resources, training, and professional developmentย requiredย to succeed, and serve as an advocate for their growth, engagement, and well-being throughout the engagementย
Regularly meetย with subcontractor management to provide personnel feedback, concerns, and project updatesย
Lead, mentor, and coach Scrum Masters and Product Owners embedded within the ART, fostering a culture of continuous improvement, accountability, and adherence toย SAFeย core valuesย
Demonstrate composure and sound judgment under high-pressure, time-sensitive conditions typical of a large-scale federal law enforcement environment;ย maintainย team stability and decisiveness during periods of ambiguity or escalated riskย
Apply direct experience working within FBI CJIS or comparable federal law enforcement environments to navigate agency culture, security protocols, and mission-driven priorities effectivelyย

Government Business Owners and FBI CJIS stakeholders consistently report high confidence in contractor alignment, responsiveness, and delivery qualityย
ART ceremonies are executed effectively, with clear visibility into program status, risks, and milestonesย
Contractor personnel are performing, engaged, and supported โ with issues addressed proactively and escalated appropriatelyย
The team is fully staffed with qualified personnel โ vacancies are filled promptly and turnover is kept lowย
ย Ensure Personnelย possessย the tools, resources, support, and development opportunities needed to perform their rolesย
Subcontractor relationships are actively managed with regular feedback loops and clear performance expectationsย
Reporting to both contractor leadership and Government stakeholders isย accurate,ย timely, and audience-appropriateย
Scrum Masters and Product Owners within the ARTย demonstrateย continuous improvement and adherence toย SAFeย core valuesย
Programย objectives, contractual deliverables, and major milestones are achieved on schedule whileย maintainingย quality, customer satisfaction, and operational excellence.ย
Program risks, dependencies, and issues are proactively managed with effective mitigation strategies and executive visibility.ย
What you bring:
We require:ย
Bachelorโs degree with a minimum of 8 years of relevant work experienceย
Activeย Top-Secretย clearanceย
Prior experience working directly with the FBIย
Demonstrated experience managing personnel and subcontractor relationships in a complex, multi-team federal contracting environmentย
Demonstrated experience building and scaling teams โ recruiting, hiring, onboarding, andย retainingย technical personnel in a federal contracting environmentย
Strong executive communication skills with a proven ability to brief and engage senior Government officialsย
Experience leading Scrum Masters and Product Owners within aย SAFeย or scaled Agile frameworkย
SAFeย Program Consultant (SPC) certification, or ability to achieve certification withinย 60 daysย of startย
Experience managing cloud-based programs/projects, CI/CD pipelines, microservices architecture, and secure application developmentย
Proven ability to remain calm, focused, and effective in high-stress situations inherent to mission-critical law enforcement systemsย
Nice to have:
Prior experience working directly with FBI CJISย
Familiarity with AWS GovCloud and federal cloud security requirementsย
Experience supporting NCIC, criminal justice information systems, or comparable federal law enforcement technology programsย
Work Environment:ย This position requiresย dailyย onsite presence at FBI CJIS facilities in Clarksburg, WV. Remote and hybrid work arrangements are not supported. The work environment is a high-security federal law enforcement settingย operatingย under NISPOM requirements and CJIS security policy. Candidates must be prepared toย operateย in a mission-driven, fast-paced environment with minimal flexibility for off-site work.
