Job description

PotomacWave is seeking a Bid & Capture Manager to identify, shape, pursue, and win new business opportunities while expanding our firm's footprint across the Federal marketplace. The qualified candidate will bring an active network of federal agency contacts and Government Contractor relationships, along with a proven track record of developing and winning competitive federal opportunities.
This role will lead the full business development, bid, and capture lifecycle from opportunity identification, qualification, and customer engagement through capture strategy, teaming, proposal development, negotiations, and contract award. The Bid & Capture Manager will work closely with leadership, technical subject matter experts, pricing, contracts, operations, recruiting, and proposal teams to develop compelling, differentiated, and executable solutions that position PotomacWave for sustainable growth.
Responsibilities:
  • Lead the identification, qualification, pursuit, and capture of strategic federal opportunities from early market awareness through proposal submission and contract award.
  • Meet or exceed portfolio revenue targets through active pipeline management and oversight of multiple concurrent pursuits.
  • Originate, shape, qualify, pursue, negotiate, and close new business opportunities.
  • Develop and execute comprehensive capture strategies, customer engagement plans, competitive assessments, win strategies, win themes, discriminators, solution concepts, and pursuit schedules.
  • Identify target-rich federal market sectors aligned with the PotomacWave's core and adjacent capabilities and help shape future service offerings based on market demand.
  • Conduct market research, acquisition intelligence, competitive analysis, and opportunity shaping prior to solicitation release.
  • Develop and maintain executive-level relationships with federal executives, program managers, contracting officers, contract specialists, industry partners, and key decision-makers.
  • Build, negotiate, and manage strategic teaming agreements with large and small business partners, evaluating customer access, contract vehicles, past performance, capabilities, and workshare.
  • Lead efforts to influence acquisition strategies, teaming arrangements, customer requirements, and overall win positioning.
  • Articulate compelling value propositions and establish a clear vision for successful pursuit and contract outcomes.
  • Partner with technical leaders, pricing, recruiting, contracts, operations, and proposal teams to develop differentiated, compliant, and executable solutions.
  • Support proposal development through executive summaries, win themes, technical approaches, staffing strategies, solution reviews, oral presentations, and customer demonstrations.
  • Support business negotiations and shepherd opportunities through internal review and approval processes.
  • Maintain accurate and current opportunity information within CRM, SharePoint, and other business development systems.
  • Represent PotomacWave at conferences, networking events, customer engagements, industry forums, and other business development activities.
  • Identify complex business challenges and develop strategic growth solutions that align customer needs with PotomacWave capabilities.
  • Mentor and support pursuit team members and contribute to the development of repeatable business development and capture processes.
  • Travel as required.

Qualifications:
  • Bachelor's degree and five or more (5+) years of federal business development, capture management, bid management, or related experience.
  • Experience leading and winning NASA pursuits for both products and services.
  • Proven success leading competitive federal captures through proposal submission and contract award, including unrestricted prime opportunities.
  • Demonstrated success winning unrestricted prime contracts valued at $10M+.
  • Proven track record of successfully developing and growing a federal business portfolio.
  • Established Government and Industry relationships within Defense, Civilian, Health, Justice, Intelligence, NASA, or other federal markets.
  • Strong knowledge of federal acquisition processes, including FAR, DFARS, GWACs, IDIQs, BPAs, GSA MAS, OASIS+, SEWP, and other federal contract vehicles.
  • Experience developing and executing capture plans, teaming strategies, customer engagement strategies, competitive assessments, win themes, discriminators, and solution approaches.
  • Experience shaping acquisition strategies and customer requirements prior to solicitation release.
  • Experience developing, negotiating, and closing complex professional services opportunities.
  • Strong understanding of process-driven business development, bid management, and capture methodologies.
  • Excellent communication, presentation, negotiation, and relationship-building skills.
  • Ability to manage multiple concurrent pursuits in a fast-paced, deadline-driven environment.
  • Ability to obtain or maintain a Secret or Top-Secret clearance.

Preferred Qualifications:
  • Experience leading multi-disciplinary capture and pursuit teams.
  • Experience supporting federal agencies in a business development, capture, or growth capacity.
  • Experience using GovWin, Bloomberg Government, SAM.gov, USAspending.gov, FPDS, Salesforce, SharePoint, or similar business development and market intelligence tools.
  • Familiarity with the Shipley capture and proposal methodology.
  • Experience supporting oral presentations, customer demonstrations, executive briefings, and other customer-facing engagements.
  • Experience developing and managing strategic partnerships with large and small Government Contractors.
  • Experience mentoring business development, capture, or proposal professionals.
