Position Overview

We are hiring a Federal/State Exchange Unit (FSEU) Supervisor (Public Service Administrator option 2) for our Audit Bureau in Springfield, Illinois. This position is responsible for overseeing staff involved in reviewing, examining, comparing, and analyzing finalized income tax returns. Essential Functions
  • Under general direction of the Lifestyle/Nexus/Discovery (LND) Manager and Audit Discovery & Recovery Division Manager, plans, manages, and directs the activities of a professional staff engaged in reviewing, examining, comparing, and analyzing copies of finalized Internal Revenue Service (IRS) audits on individual, corporate, fiduciary and partnership income tax returns.
  • Provides guidance and assistance to subordinate staff in resolving unusual, unique, questionable technical problems, or cases based on accounting records and/or evidence presented.
  • Attends and participates in Division staff meetings.
  • Responds to written and/or telephone inquiries from taxpayers, explaining adjustments made to returns and liabilities shown on Department notices.
  • Serves as full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to four years of college, with coursework in accounting or finance.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, finance or training in the tax auditing of books, records and documents of corporations, partnerships and individuals.
Preferred Qualifications
  • Three (3) years of experience working with current Illinois and federal tax laws, rules and regulations.
  • Three (3) years of professional supervisory and/or management experience directing operations and work activities of staff (i.e., assigning work, writing, and serving performance evaluations, including setting objectives, approving benefit time use, grievances, initiating discipline etc.).
  • Two (2) years of experience working with Federal Income Tax Act and the ability to relate its provisions to specific issues.
  • Advanced proficiency with Excel or similar spreadsheet processing software.
  • Two (2) years of experience working with forms and documents utilized in the processing of tax returns and supporting documents.
  • Advanced proficiency with Adobe Acrobat Pro or similar document processing software.
  • Two (2) years of experience working with GenTax or similar tax processing software.
Conditions of Employment
  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license.
  • Requires access to an automobile.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
