Position Summary

Under the direction of the Director of Public Safety & Transportation, the Public Safety Operations Manager is responsible for delivering the highest level of customer service while maximizing operational efficiency. Main responsibilities include directing overall leadership, planning, administration, and management of assigned Public Safety & Transportation Department operations, including transportation operations, loading dock operations, event logistics, parking operations, and other operational functions as assigned.

The Public Safety Operations Manager provides leadership to assigned department personnel, contractors, vendors, and operational partners and is responsible for coordinating event-related transportation, logistics, public safety, and operational support activities. This includes working closely with internal MBCC departments, contract partners, vendors, exhibitors, Event Managers, show management, transportation providers, public safety stakeholders, and local agencies on operational issues and projects as directed.

Duties include supervising and managing staff that support transportation, logistics, event operations, and public safety functions while maximizing efficiency and ensuring safe and effective operations. The Public Safety Operations Manager ensures staff members, contractors, and patrons comply with applicable safety rules, regulations, and MBCC policies. The Public Safety Operations Manager also ensures a coordinated effort in the preparation, execution, and demobilization of events while supporting the overall goals and objectives of the Public Safety & Transportation Department.

This role pays an annual salary of $69,000-$79,000

Reimagined following a $640-million-dollar renovation, the MBCC provides a world-class, state-of-the-art event venue for exceptional conferences, conventions, tradeshows, and meetings. The new 800-room, connected Grand Hyatt Miami Beach is under development and slated to open in late 2027.

Responsibilities

Emergency Management, Incident Response & Risk Mitigation

  • Ensures all operational matters, incident reports, investigations, risk concerns, staffing issues, and safety-related observations are communicated to the Director of Public Safety & Transportation in a timely manner.
  • Reviews and, when necessary, completes incident reports and ensures proper documentation and follow-through.
  • Assists the Director of Public Safety & Transportation in responding to emergencies, incidents, demonstrations, protests, fires, storms, medical emergencies, and other situations requiring action.
  • Participates in event-specific risk assessments and operational planning efforts, including recommendations regarding staffing levels, transportation operations, traffic management, emergency access, and public safety support.
  • Supports investigations involving incidents, guest or employee injuries, theft, workplace violence, operational disruptions, and other safety or security-related events.
  • Participates in after-action reviews (AARs) following incidents, major events, drills, or emergency activations and assists in tracking corrective actions.
  • Supports risk mitigation initiatives, including crowd management planning, hazard identification, contractor oversight, emergency access planning, and campus safety improvements.

Emergency Preparedness, Life Safety & Regulatory Compliance

  • Maintains strong working relationships with the Miami Beach Police Department, Miami Beach Fire Rescue, emergency management officials, and other public safety partners to support event operations, emergency preparedness, and incident response activities.
  • Coordinates and participates in emergency drills, exercises, tabletop exercises, and training programs, including fire evacuation, severe weather, active threat, medical emergency, and other emergency preparedness initiatives.
  • Supports the operation and effectiveness of the MBCC's CCTV, access control, life safety, and security systems by identifying operational concerns, reporting deficiencies, and coordinating corrective actions with appropriate stakeholders.
  • Assists in identifying, documenting, and correcting life safety, transportation, operational, and workplace hazards throughout the MBCC campus.
  • Supports compliance with applicable federal, state, and local regulations, including OSHA requirements, NFPA standards, Florida Statutes, city ordinances, and MBCC policies related to life safety, emergency preparedness, transportation operations, and workplace safety.

Operational Leadership & Cross-Functional Support

  • Serves as a cross-functional leader within the Public Safety & Transportation Department and may provide support across security operations, transportation operations, emergency preparedness, event logistics, and special projects as directed.
  • Coordinates with internal departments, contractors, vendors, and external stakeholders to ensure transportation, loading dock, waste management, and operational support services are delivered effectively and in accordance with MBCC policies.

Business Operations, Vendor & Financial Management

  • Supports the administration and oversight of vendor invoices, billing discrepancies, accounts payable, accounts receivable, and other financial processes related to transportation, waste management, parking, and departmental operations.
  • Manages the MBCC's waste management operations, including vendor coordination, service delivery oversight, issue resolution, and compliance with operational requirements.
  • Supports the MBCC's sustainability initiatives and programs by coordinating transportation, waste diversion, recycling, and operational efforts that contribute to venue sustainability goals.
  • Assists with the review, tracking, and reconciliation of departmental expenditures, invoices, purchase requests, and budget-related documentation as directed.

Supervisor Responsibilities

  • Manages the work of assigned Public Safety & Transportation Department personnel, contractors, vendors, and operational partners, including loading dock, transportation, logistics, waste management, and event support functions.
  • Supervisory responsibilities include planning, assigning, and directing the work of assigned employees to include performance assessments, employee engagement and recognition, coaching and disciplining employees in conjunction with People & Culture and Director of Public Safety & Transportation, resolving problems and complaints.
  • Carries out supervisory responsibilities in accordance with Oak View Group's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding; disciplining employees in conjunction with People & Culture; and addressing complaints and resolving problems.
Qualifications

Education & Professional Experience

  • Some college coursework is preferred; however, relevant experience may be substituted for college coursework.
  • 3-5 years of progressively responsible experience in public safety, security, transportation operations, loading dock operations, event logistics, shipping and receiving, or a related operational environment strongly preferred.
  • Previous experience in a convention center, stadium, arena, public assembly facility, or similar venue in a leadership or supervisory capacity is highly desirable.

Public Safety, Transportation & Venue Operations

  • Working knowledge of public safety operations, emergency preparedness, transportation planning, loading dock management, traffic flow, parking operations, and event logistics within a large public assembly venue.
  • Experience coordinating with law enforcement, fire rescue, emergency management agencies, show organizers, municipal transportation departments, commercial carriers, valet operators, contractors, and other operational stakeholders to support safe and efficient venue operations.
  • Experience coordinating complex event logistics involving commercial vehicle access, exhibitor move-in/move-out operations, valet services, traffic management, and cross-functional operational partners is highly desirable.
  • Experience working in a unionized environment and a working knowledge of transportation operations, loading dock management, traffic control, parking operations, and applicable local, state, and federal regulations related to public assembly venues are preferred.
