Job description


SAIC is currently seeking a Public Affairs Information Operations Planner located at Camp Smith in Honolulu, Hawaii to support the USPACOM J73 with developing Strategic Information Environment concepts of support to the USPACOM Joint Exercise Program events.
NOTE: International travel up to 30% of the year may be required to support the planning and execution of designated exercises.
JOB DESCRIPTION:
  • Ensure unified action within USPACOM and with supporting organizations to plan and monitor Information Environment (IE) concepts of support to designated joint exercises including, but not limited to Tier 1 CPXs, Theater Security Cooperation Exercises, and others.
  • Support designated Organizations Conducting the Exercise (OCE) and the USPACOM J73 by maintaining a deliberate plan of action with milestones in addition to production of required orders, briefings, and planning deliverables.
  • Create solutions to complex problems and apply operational art in an uncertain geostrategic security environment to support an IE campaign that will support the USINDOPACOM Campaign Plan and multiple USINDOPACOM joint exercises.
  • Ensure coordination with staff and other organizations to include: Information Operations, Public Affairs, Policy and Joint Electronic Magnetic Spectrum Operations (JEMSO).
  • Develop, implement, and maintain efficient protocols, processes, and procedures in support of exercise information environment.
  • Integrate structural mechanisms within exercises to synchronize execution of Public Affairs, J39 Information Operations, and other information related capabilities towards desired strategic effects.
  • Support USPACOM J73 Exercise Control Groups during exercise execution for selected events.
  • Respond to Requests for Information (RFIs) related to designated exercise.
  • Produce exercise orders or directives to facilitate guidance for exercise information environment planning.

Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's and ten (10)+ years' of relevant experience; additional four (4) years of experience accepted in lieu of degree.
  • Joint Professional Military Education (JPME) Phase I complete; two (2) years of experience of relevant strategic messaging planning experience on a joint operational/strategic headquarters staff accepted in lieu of JPME Phase I.
  • Knowledge of the Joint Exercise Life Cycle (JELC) and associated requirements to plan and execute Field Training Exercises (FTX) and Command-Post Exercises (CPX).
  • Proven experience in Strategic Messaging management role with oversight of projects and maintenance of timelines.
  • Experience in Information Environment planning with US Armed Services, including joint assignments at the operational/strategic level and working with Allies and Partner countries.
  • Experience in planning and managing complex tasks under tight time constraints.
  • Experience with Information Environment simulation tools.

PREFERRED EDUCATION AND EXPERIENCE:
  • Master's Degree with a Communications Strategy or Strategic Messaging field.
  • Combatant command or higher joint level messaging planning experience.

REQUIRED CLEARANCE:
  • Must have an Active Secret Clearance with ability to obtain a TS/SCI and higher clearances.
  • Must be a current U.S. Citizen.
