Job Title: Bilingual/ESL Specialist Wage/Hour Status: Exempt
Reports to: Bilingual/ESL Coordinator Pay Grade: 211 days
Dept./School: Central Administration Office Date Revised: 5/20/26
Primary Purpose:
Provide leadership and support for the Bilingual/ESL program at the campus level. Work with principals and teachers to increase student achievement in all Bilingual/ESL areas.
Qualifications:
Education/Certification:
Master's degree preferred
Bilingual Certified
Special Knowledge/Skills:
Exceptional communications, public relations, and interpersonal skills
Ability to manage and coordinate diverse district functions through subordinates and supervisors
Ability to evaluate instruction programs and teaching effectiveness
Ability to develop and deliver training to adult learners
Ability to interpret data
Strong organizational, communication, and interpersonal skills
Experience:
Three years of successful teaching experience in a Dual Language or ESL classroom
Such alternative to the above qualifications as the administration may find appropriate and acceptable
Major Responsibilities and Duties:
Leadership
  1. Mentor campus instructional coaches and provide instructional expertise as needed.
  2. Collaborate with Bilingual/ESL Coordinator to oversee all Bilingual/ESL programs.
  3. Monitor student assessment data and provide ongoing feedback to Bilingual/ESL coordinator.

Campus Support
  1. Support Bilingual/ESL teachers to best instruct students through constant communication and campus visits.
  2. Work jointly with the C&I Department and campus administrators in achieving district student performance goals.

Teacher Training
  1. Provide curricular and instructional training to equip Bilingual/ESL teachers to best instruct students.
  2. Conduct regular observations in Bilingual/ESL classrooms to provide feedback, assistance and suggestions.
  3. Plan, improve, and oversee Bilingual/ESL testing programs as assigned.
  4. Demonstrate teaching strategies with students in the Bilingual/ESL classrooms.
  5. Interpret as needed (parent meetings, ARD's, 504, LPAC).

Curriculum Management
  1. Manage and publish all Bilingual/ ESL curricular documents in a timely manner.

Data Analysis
  1. Regularly analyze district assessment, TELPAS, and STAAR data to inform curricular and instructional decisions.
  2. Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness for the assigned subject area.

Research
  1. Continuously research instructional strategies and resources to best equip our Bilingual/ESL teachers and serve our English learners.
  2. Disseminate information regarding current research and significant developments on the state levels in area assigned.
  3. Participate in ongoing professional development.

ORGANIZATIONAL CLIMATE
  1. Demonstrate high expectations to staff and students at all levels.
  2. Encourage and recognize excellence and/or performance of staff.
  3. Communicate and relate to staff, students and parents in ways that convey mutual respect and concern and high expectations.
  4. Demonstrate awareness of district-community needs and initiate activities to meet those needs.
  5. Articulate the district's mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support.
  6. Work collaboratively with the C&I Department and campus staff.

ADMINISTRATION AND FISCAL MANAGEMENT
  1. Use effective communication skills to present information accurately and clearly.
  2. Keep informed of and comply with state, district, and school regulations and policies.
  3. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.
  4. Comply with state testing guidelines.
  5. Compile, maintain, and present all reports, records, and other documents as required.
  6. Perform other duties as assigned.
